RECOMMENDATION(S)
Recommendation
1. Find that the Glen Helen Island Tower Building Demolition and Amenity Installation Project is exempt under California Environmental Quality Act Guidelines, Class 1, Section 15301, Subsection (I)(4), existing facilities, and Class 3, Section 15303, Subsection (e), new construction.
2. Approve the plans and specifications for the Glen Helen Island Tower Building Demolition and Amenity Installation Project located at 2555 Glen Helen Parkway, in San Bernardino.
3. Authorize the Director of the Project and Facilities Management Department to advertise for competitive bids for the Glen Helen Island Building Demolition and Amenity Installation Project.
4. Direct the Project and Facilities Management Department to file the Notice of Exemption for the Glen Helen Island Tower Building Demolition and Amenity Installation Project in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of the bid documents and the solicitation of competitive bids will not result in the use of Discretionary General Funding (Net County Cost). The Glen Helen Island Tower Building Demolition and Amenity Installation Project (Project) (WBSE 10.10.1400), with a budget of $2,461,927, is funded by the American Rescue Plan Act as approved on October 25, 2022 (Item No. 82) by the Board of Supervisors (Board) as part of the 2023-24 Capital Improvement Program (CIP) budget.
BACKGROUND INFORMATION
Glen Helen Regional Park (Glen Helen) is located at the base of the chaparral-covered hills of the Cajon Pass with scenic views of both the San Gabriel and San Bernardino mountains and offers 1,340 acres of recreational activities. The Project will demolish the existing Glen Helen Island tower, restroom, snack bar, and surrounding concrete path of travel and, in their place, construct a new playground. The playground will have a nature and educational theme, with hands-on activities that provide an opportunity for participants to increase their love of nature and the environment, thus supporting the County and Chief Executive Officer’s goals, and objectives to provide for the safety, health, and social service needs of county residents.
Approval of the recommendations will allow the Project and Facilities Management Department (PFMD) to solicit competitive bids for the Project located at Glen Helen. It is recommended that the Board determine the project be categorically exempt under California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations) Class 1, Section 15301, Subsection (l)(4) demolition and removal of accessory structures including small commercial structures and Class 3, Section 15303, Subsection (e) construction of limited numbers of new, small structures including accessory structures and equipment. As evidenced by the Notice of Exemption, the demolition of existing buildings and construction of a new playground is consistent with Class 1 and Class 3 exemptions and therefore will not have a significant environmental impact. No additional CEQA review is required at this time.
This Project is consistent with County Administrative Office approved CIP request No. 23-093.
PROCUREMENT
PFMD will advertise for competitive bids for the Project on May 10, 2024. A mandatory pre-bid meeting for prospective bidders is scheduled to be conducted on May 27, 2024, at 2:00 p.m. at 2555 Glen Helen Parkway, San Bernardino, CA 92415. The bid opening for the Project is scheduled for July 9, 2024, at 2:00 p.m. at PFMD.
Once PFMD has identified the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award a construction contract.
Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
