RECOMMENDATION(S)
Recommendation
1. Approve Amendment No. 1, effective May 19, 2020, to Revenue Contract No. 19-611 (State Revenue Contract No. CF-1920-20) with the California Department of Aging, for the CalFresh Expansion Program, extending the contract from June 30, 2020, for the total contract period of July 1, 2019 through September 30, 2020, with no change to the total contract amount of $92,071.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the adjustments to the Department of Aging and Adult Services Aging 2019-20 budget in the amount of $92,071 (Four votes required).

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The recommended Revenue Contract for CalFresh Expansion Outreach Services in the amount of $92,071 is funded by 50% State and 50% federal revenue. The Department of Aging and Adult Services (DAAS) requests the Auditor-Controller/Treasurer/Tax Collector post the following adjustments to the DAAS Aging 2019-20 budget:

BACKGROUND INFORMATION
The CalFresh Program, known federally as the Supplemental Nutrition Assistance Program (SNAP), is federally mandated and in California, is State-supervised and County-operated. The CalFresh Program provides monthly food benefits to individuals and families with low income and provides economic benefits to communities. CalFresh benefits stretch food budgets, allowing individuals and families to afford nutritious food, including more fruit, vegetables and other healthy foods. The recommended amendment will expand CalFresh outreach, education, and application assistance to approximately 21,054 newly eligible customers throughout San Bernardino County, including its elderly residents, in 2019-20.
Beginning on June 1, 2019, the California Department of Social Services expanded CalFresh eligibility benefits to older adults and people with disabilities receiving SSI and SSP. This effort by the State of California ensures that the older adult population is able to obtain adequate nutritional support, without change or reduction of their existing Supplemental Security Income or State Supplemental Payment benefits.
On September 10, 2019 (Item No. 6), the Board of Supervisors (Board) approved Revenue Contract No. 19-611 (State Revenue Contract No. CF-1920-20) with California Department of Aging (CDA) for CalFresh Expansion Program service, in the amount of $92,071 for the period of July 1, 2019 through June 30, 2020.
This item also adopted Resolution No. 2019-139, which authorized the Chairman of the Board, the Chief Executive Officer, or the Director of DAAS, as required by CDA, to execute all documents, including any subsequent, non-substantive amendments, on behalf of the County, subject to review by County Counsel.
