Recommendation
Acting as the governing body of the Inland Counties Emergency Medical Agency, approve Amendment No.1, effective July 1, 2025, to Contract No. 22-644 with Hospital Association of Southern California for continued use of the ReddiNet system and related support and maintenance services, increasing the contract amount by $213,399 from $106,012 to a not to exceed amount of $319,411, and extending the term an additional five years for a total term of July 1, 2022 through June 30, 2030.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total expenditures over this contract period will not exceed $319,411 and are funded through the California Department of Public Health Hospital Preparedness Program grant. Sufficient appropriation and revenue have been included in the Inland Counties Emergency Medical Agency’s (ICEMA) 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
ICEMA, as the Local Emergency Medical Services Agency (LEMSA), is responsible for ensuring effective EMS in San Bernardino, Inyo, and Mono Counties. ICEMA administers State and local codes and regulations governing the provision of emergency medical care to the sick and injured at the scene of an emergency and during transport to a care hospital.
The ReddiNet network provides an emergency communications link capability between emergency dispatch centers, fire agencies, ambulance transport providers, hospitals, skilled nursing facilities, and the LEMSA for purpose of coordinating patient care within San Bernardino, Inyo, and Mono Counties. The system is especially critical in emergency situations such as a mass casualty incident or a regional disaster as it allows patient care facilities, primarily hospitals, to report real-time capacity, internal disasters, or other emergencies that would affect a facility’s normal ability to receive and treat patients. In the event of emergencies, facilities could communicate with the EMS system and patients could be diverted to more appropriate destinations to receive care.
The hospitals in San Bernardino, Inyo and Mono Counties contract with the Hospital Association of Southern California (HASC) for the ReddiNet system with a portion of costs paid for by individual hospitals.
On June 28, 2022 (Item No. 103), the ICEMA Board of Directors approved Contract No. 22-644 (Contract) with HASC for the use of the ReddiNet system and related support and maintenance services, including non-standard contract terms, in the amount of $106,012, for the period of July 1, 2022 through June 30, 2025.
While ICEMA was transitioning to a new contract management system, an administrative oversight occurred and the previous agreement between ICEMA and HASC expired on June 30, 2025, resulting in the need for a retroactive effective date of July 1, 2025 for Amendment No. 1 to the Contract. No service disruptions to the ReddiNet system have occurred in the interim.
ICEMA recommends approval of Amendment No. 1, as HASC is the sole source for the software and support services. Approval of the item will allow ICEMA to continue use of the ReddiNet system and related maintenance and support services, for the period of July 1, 2025 through June 30, 2030.
