Approve Amendment No. 1 to Agreement No. 21-645 with Data Innovations LLC to provide maintenance and support services for the instrument manager interface system and software licensed by the County under Contract No. 20-1061, increasing the contract amount by $33,440 from $63,203 to $96,643, with no change to the term of September 14, 2021 through September 13, 2026.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the total cost of $96,643, including the $33,440 increase, is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 budget and will be included in the 2026-27 recommended budget.
BACKGROUND INFORMATION
Approval of Amendment No. 1 (Amendment) to Agreement No. 21-645 (Agreement) with Data Innovations LLC (DI) will allow ARMC to purchase a mandatory software update that must be installed and continue the maintenance and support services for the instrument manager interface system and software that connects all the lab instrument interfaces to Epic (the electronic health record), developed from the original set up.
DI provides laboratory software solutions. DI’s instrument manager delivers industry-leading laboratory enterprise management solutions spanning connectivity, quality, productivity, analytics and intelligence, and performance and reliability. The purchased interface allows the existing laboratory instruments to connect to the electronic health record system by Epic and provide test results and other information directly to the caregiver. The software provides information to aid in the administration and operations of the laboratory and its testing instruments. The software also allows testing instruments to report the results to the electronic medical record.
On September, 14, 2021 (Item No. 7), as the result of a non-competitive procurement, the Board of Supervisors (Board) approved the Agreement with DI to provide maintenance and support services for the instrument manager interface system and software licensed by the County under Contract No. 20-1061, in the amount of $63,203 for a total contract term of September 14, 2021 through September 13, 2026.
ARMC recommends approval of this Amendment as it provides for the safety, health and social services needs of county residents by providing interface software to connect all Laboratory instruments to the electronic health record system by Epic to provide Laboratory test results and other information to ARMC providers for patient care and management.
