RECOMMENDATION(S)

Recommendation

Approve Amendment No. 3 to contracts with the following agencies to provide services under the Ryan White Part B Program, increasing the total aggregate amount of the contracts by $98,635, from $3,414,113 to $3,512,748, with no change to the contract term of April 1, 2021 through March 31, 2026:

1.                     Desert AIDS Project dba DAP Health, Contract No. 21-09, increasing the contract amount by $3,194, from $248,980 to $252,174.

2.                     Foothill AIDS Project, Contract No. 21-10, increasing the contract amount by $76,947, from $2,492,248 to $2,569,195.

3.                     Young Scholars for Academic Empowerment dba TruEvolution, Inc., Contract No. 21-11, increasing the contract amount by $18,494 from $672,885 to $691,379.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The amendments increase the contract amounts by an aggregate total of $98,635. These services are funded by the Ryan White Part B HIV Care Program (Care Program) and Part B Minority AIDS Initiative (Minority AIDS Initiative) through the California Department of Public Health (CDPH). Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2023-24 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

CDPH allocates grants to local health jurisdictions, including DPH, to administer the Care Program and Minority AIDS Initiative. The Care Program provides services to low-income people who are living with HIV.  Services include outpatient medical and dental care, case management, mental health care, substance use disorder treatment, health education, transportation services, and social services. The Minority AIDS Initiative supports improvements in HIV-related health outcomes for racial/ethnic minority communities and reductions of HIV-related health disparities.

 

On January 5, 2021 (Item No. 24), as a result of a formal procurement, the Board of Supervisors (Board) approved contracts with Desert AIDS Project dba DAP Health, Foothill AIDS Project, and Young Scholars for Academic Empowerment dba TruEvolution (collectively  “Contracts”), in the aggregate amount of $2,245,530, for the term of April 1, 2021 through March 31, 2024.

 

On March 23, 2021 (Item No. 51), the Board approved Amendment Nos. 1 to the Contracts, decreasing the total aggregate amount by $111,690, from $2,245,530 to $2,133,840, with no change to the term of April 1, 2021 through March 31, 2024.

 

On November 14, 2023 (Item No. 59), the Board approved Amendment Nos. 2 to the Contracts, increasing the total aggregate amount by $1,280,273, from $2,133,840 to $3,414,113, and extending the contract term by two years for a term of April 1, 2021 through March 31, 2026.

 

Approval of the Recommendation will increase the aggregate amounts of the Contracts by $98,635, with no change to the existing term of April 1, 2021 through March 31, 2026, to allow for administrative costs that were not included in Amendment Nos. 2

 

Contractor performance is measured by review of monthly reporting and required data submission, and an annual site visit by County staff to monitor compliance with the administrative, program, and fiscal terms and conditions of the Contracts.
