Recommendation
1. Approve Amendment No. 6 to Contract No. 21-122 with Aviah Hospitality, Inc. dba Motel 6 for the provision of rooms to Project Roomkey participants, increasing the contract amount by $31,481.77, from $3,356,733.48 to an amount not to exceed $3,388,215.25, with no change to the contract term of January 1, 2021, through June 30, 2025.
2. Approve Amendment No. 3 to Contract No. 23-1370 with SB Express One, LLC dba Super 8 Motel San Bernardino for the provision of non-congregate shelter for homeless individuals, increasing the contract amount by $64,351.30, from $1,541,875.56 to an amount not to exceed $1,606,226.86, with no change to the contract term of December 19, 2023, through June 30, 2025.

FINANCIAL IMPACT
This item will not impact Discretionary General Funding (Net County Cost). The contract increases totaling $96,249.30 are funded by the American Rescue Plan Act (ARPA) Local Assistance and Tribal Consistency Funds, Homeless Housing, Assistance and Prevention (HHAP) grant, Encampment Resolution Funding (ERF) Program, Behavioral Health Bridge Housing (BHBH) grants, and Emergency Solutions Grant (ESG). Adequate appropriation and revenue have been included in the Office of Homeless Services’ 2024-25 budget.
BACKGROUND INFORMATION
The recommended contract amendments will allow for payment of services provided under Project Roomkey at Aviah Hospitality, Inc. dba Motel 6 (Motel 6) and SB Express One, LLC dba Super 8 Motel San Bernardino (Super 8). Payments to Motel 6 and Super 8 are based on the number of occupied rooms and provided meals, with up to a total of 85 rooms available per day. The actual usage of room rentals and meal services exceeded the funding amounts in Contract No. 21-122 and Contract No. 23-1370, due to some participants taking longer to transition to permanent housing and requiring longer stays at Motel 6 and Super 8. The amendments increase the contract amount to ensure that costs incurred during the contract period are addressed, as Motel 6 and Super 8 have already provided the services. The contracts will expire on June 30, 2025.
On March 4, 2020, California declared a State of Emergency due to the COVID-19 pandemic. In April 2020, Project Roomkey was launched as a state initiative designed to provide safe isolation spaces for the unsheltered homeless, protecting them and the broader public from COVID-19. The County’s Project Roomkey program was a collaborative effort involving the County, non-profit agencies, and local businesses, including the hospitality industry.
On January 26, 2021 (Item No. 69), as the result of a non-competitive procurement, the Board approved Contract No. 21-122 with Motel 6 in an amount not to exceed $165,000, for the period of January 1, 2021, through March 31, 2021, to provide non-congregate shelter rooms.
On March 23, 2021 (Item No. 38), the Board approved Amendment No. 1 to Contract No. 21- 122 with Motel 6, increasing the contract amount by $486,855 from $165,000 to $651,855, and extending the term to September 30, 2021, for a total amount not to exceed $651,855 to provide non-congregate shelter rooms. The amendment updated the agreement terms to continue providing non-congregate shelter under Project Roomkey in response to COVID-19.
On September 14, 2021 (Item No. 17), the Board approved Amendment No. 2 to Contract No. 21-122 with Motel 6, increasing the contract amount by $511,685, from $651,855 to $1,163,540, and extending the term to June 30, 2022, for a total amount not to exceed $1,163,540 to continue providing non-congregate shelter rooms under Project Roomkey in response to COVID-19.
On April 26, 2022 (Item No. 24), the Board approved Amendment No. 3 to Contract No. 21-122 with Motel 6, increasing the contract amount by $990,000 from $1,163,540 to $2,153,540, and extending the term to June 30, 2023, for a total amount not to exceed $2,153,540 to continue providing non-congregate shelter rooms under Project Roomkey in response to COVID-19.
On March 28, 2023 (Item No. 21), the Board approved the Homeless Initiative Spending Plan (Plan), which allocated approximately $72,700,000 in federal, state, and Discretionary General Fund resources towards six initiatives addressing homelessness. The Plan designated $3,800,000 in ARPA and $600,000 in HHAP Round 3 state grant funds for the continuation of services provided under Project Roomkey through March 31, 2024.
On December 19, 2023 (Item No. 37), as the result of a non-competitive procurement, the Board approved Agreement No. 23-1370 with Super 8 for the provision of non-congregate shelter rooms for homeless individuals, in the amount of $807,507, for the term of December 19, 2023, through June 30, 2024, to provide non-congregate shelter for homeless individuals.
On June 13, 2023 (Item No. 30), the Board approved Amendment No. 4 to Contract No. 21-122 with Motel 6, increasing the contract amount by $1,080,000, from $2,153,540 to $3,233,540, and extending the contract period an additional year, for the total contract period of January 1, 2021 through June 30, 2024, for a total amount not to exceed $3,233,540 to continue providing non-congregate shelter rooms.
On May 7, 2024 (Item No. 24), the Board approved Amendment No. 1 to Contract No. 23-1370 with Super 8 Motel, expanding the scope of services to include transportation, meal and laundry services, and supplemental security services, with no change to the contract amount or term, for a total amount not to exceed $807,507 and the contract period of December 19, 2023, through June 30, 2024, to provide non-congregate shelter rooms.
On June 25, 2024 (Item No. 49), the Board approved Amendment No. 5 to Contract No. 21-122 with Motel 6, effective July 1, 2024, increasing the total contract amount by $123,193.48 (from $3,233,540 to $3,356,733.48) and extending the contract period through June 30, 2025, for a total term of January 1, 2021, through June 30, 2025. The Board also approved Amendment No. 2 to Contract No. 23-1370 with Super 8, effective July 1, 2024, increasing the total contract amount by $734,368.56 (from $807,507 to $1,541,875.56) and extending the contract period an additional year, for the total period of December 19, 2023, through June 30, 2025, to continue providing non-congregate shelter.
