Recommendation
Approve non-financial Agreement for Disclosure of Medical and Billing Information on Behalf of a Healthcare Provider with Inland Empire Anesthesia Medical Group, Inc. and Coronis Health RCM, LLC, for the disclosure of medical information for billing purposes, for a term of April 23, 2024 through April 22, 2029.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost), as the Agreement for Disclosure of Medical and Billing Information on Behalf of a Healthcare Provider (Agreement) with Inland Empire Anesthesia Medical Group, Inc. (IEAMG) and Coronis Health RCM, LLC (Coronis) is non-financial in nature.
BACKGROUND INFORMATION
On December 14, 2023 (Item No. 11), the Board of Supervisors (Board) approved Physician Services Agreement No. 21-1001 with IEAMG to provide education, anesthesia, pain management, and critical care medical services at Arrowhead Regional Medical Center (ARMC), for the period January 1, 2022 through December 31, 2024. Under the Physician Services Agreement, IEAMG is responsible for billing any applicable third-party health plans for the medical services they provide to the patients at ARMC, with the exception of services rendered to certain patients that qualify under ARMC’s financial assistance policies and to patients that come from the Sheriff’s Department or Patton State Hospital.
IEAMG has contracted with Coronis to assist IEAMG in billing the third-party health plans for the medical services that IEAMG renders. As required under the Health Insurance Portability and Accountability Act (HIPAA), IEAMG and Coronis have entered into a Business Associate Agreement to ensure that any protected health information relating to the patients that IEAMG treats remain confidential and protected under applicable laws. However, in order for Coronis to bill for IEAMG’s services, Coronis will need access to the data relating to IEAMG’s services from ARMC.
The purpose of the non-financial Agreement is to enable ARMC to provide the information necessary for Coronis to bill for IEAMG’s services, while ensuring that any protected health information that ARMC provides to Coronis is protected and secured as required under HIPAA.
ARMC recommends approval of the Agreement as it provides for the safety, health, and social service needs of county residents.
