Recommendation
Acting as the governing body of the Inland Counties Emergency Medical Agency, approve revenue contract with the State of California, Emergency Medical Services Authority for providing data collection and maintenance of statewide Emergency Medical Services, Trauma, Stroke, ST-Elevation Myocardial Infraction and Emergency Medical Services for Children data, in the amount of $2,945,366, for the period of July 1, 2021 through June 30, 2024.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). This contract will allow the Inland Counties Emergency Medical Agency (ICEMA) to receive a total of $2,945,366 from the State of California Emergency Medical Services Authority (EMSA) for providing data collection and maintenance of statewide Emergency Medical Services (EMS), Trauma, Stroke, ST-Elevation Myocardial Infraction (STEMI) and EMS for Children (EMSC) data. Sufficient appropriation and revenue is included in ICEMA’s 2021-22 Budget and will be included in future recommended budgets.

BACKGROUND INFORMATION
Approval of this item will allow EMSA to continue to use the ICEMA data system, with upgrades to include Stroke, STEMI and EMSC data, enabling continued inclusion in the data collection process as the central repository for Statewide EMS data. The contract term will be for three years, effective July 1, 2021 through June 30, 2024.
ICEMA, as the local Emergency Medical Services (EMS) agency, is responsible for ensuring effective EMS for the Counties of San Bernardino, Inyo, and Mono. ICEMA administers State and local codes and regulations governing the provision of emergency medical care to the sick and injured at the scene of an emergency and during transport to a care hospital.
On June 4, 2013 (Item No. 69), the Board of Directors (Board) for ICEMA approved Revenue Contract No. 13-344 with the State of California, Emergency Medical Services Authority (EMSA) in the amount of $611,216 to provide data collection and maintenance of statewide EMS and trauma data for a period of three years, from July 1, 2013 to June 30, 2016. The contract allowed ICEMA to serve as the central repository for statewide EMS data and provide a valuable tool for local EMS system quality improvement, improved EMS system management, and the ability to benchmark against and comply with existing EMS national standards. Additionally, the trauma data provided useful information for research and quality assessment to inform clinicians and policy makers about methods to optimize the care of injured patients. This contract was approved for amendment by the Board on May 24, 2016 (Item No. 181), and on May 2, 2017 (Item No. 74), to increase the contract to a total of $972,204 and extend through June 30, 2018.
On September 11, 2018 (Item No. 65), the Board approved a new Revenue Contract No. 18-669 to receive $804,306 ($268,102 per year) for providing data collection and maintenance of the statewide EMS and trauma data for a period of three years, from July 1, 2018 through June 30, 2021, with an option to renew two additional one-year periods. EMSA is now requesting the system to include Stroke, STEMI and EMSC data, which will require upgrading and modifications.
