Recommendation

Approve Amendment No. 1 to Contract No. 24-301 with Korean Community Services, Inc., to provide Age Wise Program Technical Assistance, increasing the revenue amount by $9,996.60, from $169,756.30, to $179,752.90, with no change to the total contract period of May 1, 2024 through June 30, 2026.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Department of Aging and Adult Services-Public Guardian (DAAS-PG) will receive $179,752.90 in total revenue for providing Age Wise Program (AWP) technical assistance to Korean Community Services, Inc (KCS). The revenue from the Behavioral Health Services Oversight and Accountability Commission (BHSOAC) will fully reimburse DAAS-PG for the cost of services provided to these agencies. Adequate appropriation and revenue have been included in DAAS-PG’s 2025-26 recommended budget.

 

BACKGROUND INFORMATION

In 2004, Proposition 63 was passed in California, which led to the creation of the Mental Health Services Oversight & Accountability (MHSOAC) to oversee the state of California’s mental health system. The MHSOAC is responsible for oversight of the implementation of the Mental Health Services Act in California. One initiative is to distribute funds for innovative projects that launch new approaches to administration and treatment in mental health. Following California’s passage of Proposition 1 in March 2024, MHSOAC was rebranded and now operates under the Behavioral Health Services Oversight and Accountability Commission (BHSOAC).

 

Due to the notoriety and success of the County’s AWP, the BHSOAC requested DAAS-PG to serve as a consultant to other agencies to replicate the program in their respective areas. Using a competitive process and following the release of the Request for Application on February 22, 2023, BHSOAC awarded $1,697,563 in grant funding to KCS, with a provision in the grant award to contract with the County’s DAAS-PG in exchange for 10% of their grant award to provide technical assistance to the grantees for implementation of the program.

 

The AWP is a non-traditional mental health program developed by DAAS-PG in conjunction with the Department of Behavioral Health for the high-risk and underserved older adult population. The goal of the AWP is to help older adults maintain the best possible behavioral and physical health in order to increase their ability to sustain independent living and well-being. Services are provided throughout the County to older adults age 59 and older who would benefit from behavioral health and wellness services and who may be seeking assistance connecting to resources to help meet basic needs. Services include in-home behavioral health and case management services, peer and family advocacy, and support and education groups provided in the community.

 

On April 9, 2024 (Item No. 5), the Board of Supervisors approved contracts to the following agencies for the AWP: Contract No. 24-300 with County of Monterey, in the amount of $200,000, and Contract No. 24-301 with KCS, in the amount of $169,756.30, for the contract term of May 1, 2024 through June 30, 2026.

 

At the time of approval, the original grant awarded to KCS was $1,697,563, and DAAS-PG was to receive 10% of that amount, or $169,756.30.  Since then, the grant amount awarded to KCS has increased to $1,797,529, requiring a corresponding adjustment to the 10% DAAS-PG compensation amount to $179,752.90.

 

Under the recommended amendment, DAAS-PG will continue to use existing staff to provide technical assistance to the grantee. Technical assistance includes program consultation and training, supplying manuals and brochures, and conducting virtual meetings and site visits.
