Recommendation

Accept and approve amended grant award agreement, Amendment No. 2 to County Agreement No. 19-605 (State Agreement No. 19-10180 A02), effective October 1, 2020, from the California Department of Public Health, increasing the award by $1,561,302, from $38,931,866 to $40,493,168, to accommodate anticipated COVID-19 related expenses for the Department of Public Health’s Women, Infants, and Children Nutrition Program, for the period of October 1, 2019 through September 30, 2022.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The increase of $1,561,302 to the grant award for the Women, Infants, and Children Nutrition (WIC) Program from the California Department of Public Health (CDPH) does not require a match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2020-21 budget and will be included in future recommended budgets. 

 

BACKGROUND INFORMATION

The WIC Program provides a number of services including breastfeeding information and support, nutrition education, and provision of the WIC Card to purchase identified foods selected for its nutrient content.  DPH uses WIC funding to provide nutrition education and supplemental foods to an allocated monthly caseload of 58,540 individuals countywide. DPH will use the increase in WIC funding for additional operating expenditures in order to ensure DPH’s WIC Program operates at maximum efficiency while remaining COVID-19 compliant. COVID-19 related expenses may include, but are not limited to, computers, headsets, cell phones, and other ancillary equipment for telecommuting as well as office/cubicle partitions and space reconfigurations at numerous WIC locations. In addition, the amended grant award agreement (State Agreement No. 19-10180 A02) from CDPH includes non-operating expense adjustments to the grant budget to align staffing expenses with actual costs, update fringe benefit and indirect overhead percentages, and adjust facility costs based on updated lease schedules.

 

On September 10, 2019 (Item No. 42), the Board of Supervisors (Board) approved the grant award for continued support of the WIC Program, in the amount of $38,007,090, for the period of October 1, 2019 through September 30, 2022.  In addition, this item authorized the Chairman of the Board, the Chief Executive Officer, or the DPH Director to execute any subsequent non-substantive amendments to the grant award, on behalf of the County, subject to review by County Counsel. 

 

On September 29, 2020 (Item No. 43), the Board approved amended grant award agreement (State Agreement No. 19-10180 A01) from CDPH for the WIC Program to accommodate  COVID-19 and WISE  (WIC’s new computer system) expenses, increasing the award by $924,776 from $38,007,090 to $38,931,866, for the period of October 1, 2019 through September 30, 2022.

 

On March 5, 2021, the County Administrative Office authorized the submission of an application to CDPH for the WIC Program, in the amount of $1,561,302, to accommodate anticipated COVID-19 related expenses, effective October 1, 2020, for the period of October 1, 2019 through September 31, 2022.

 

On April 8, 2021, DPH received the amended grant award agreement (State Agreement No. 19-10180 A02) from CDPH for the WIC Program to accommodate anticipated COVID-19 related expenses, increasing the award by $1,561,302, from $38,931,866 to $40,493,168, effective October 1, 2020 for the period of October 1, 2019 through September 30, 2022.  This item is being presented at this time as this is the first date available for presentation following the required operational, fiscal, and legal reviews.  Approval at this time will not impact DPH’s WIC Program services or activities.
