Recommendation
1. Approve Revenue Interim Use Permit with Longhouse of the Orange Skies, for the use of a portion of Yucaipa Regional Park to hold the Indian Princesses Weekend on October 10, 2025 through October 12, 2025, for a minimum revenue amount of $8,630.
2. Approve Revenue Interim Use Permit with Longhouse of the Orange Skies, for the use of a portion of Yucaipa Regional Park to hold the Indian Guides Weekend on October 17, 2025 through October 19, 2025, for a minimum revenue amount of $7,830.

FINANCIAL IMPACT
Approval of this item does not require the use of Discretionary General Funding (Net County Cost). Under these Interim Use Permits (Permits), Longhouse of the Orange Skies (Permittee) will pay the Regional Parks Department (Department) a minimum of $8,630 for the Indian Princesses Weekend and $7,830 for the Indian Guides Weekend as detailed in the tables below. All fees charged to the Permittee are consistent with the 2025-26 Board of Supervisors (Board) approved fee schedule.

The Permittee will also submit a $2,800 deposit for the Indian Princesses Weekend and $2,600 deposit for the Indian Guide Weekend to be used for any possible damages incurred to County property due to the Permittee’s use of the Yucaipa Regional Park (Park). The Permittee will be responsible for obtaining all necessary permits, licenses, and applicable approvals, as well as security and obtaining the required insurance for the Permittee’s events. Adequate appropriation and revenue are included in the Department’s 2025-26 budget.
BACKGROUND INFORMATION
The Department operates and maintains eight regional parks, including this Park in the City of Yucaipa, and provides for the rental of park property through Board approved fees. The recommended Permits between the Department and Permittee allow for the use of a portion of the Park on Friday, October 10, 2025, through Sunday, October 12, 2025, for the Indian Princesses Weekend, and Friday, October 17, 2025, through Sunday, October 19, 2025, for the Indian Guides Weekend with related set-up from 7:30 AM until 5 PM, and tear-down from 7:30 AM to 12 PM, whereby the Department will receive a minimum of $8,630 for the Indian Princesses, and $7,830 for the Indian Guides Weekends.
The Permittee is a non-profit organization founded in 2013 and administers the Indian Guides and Indian Princesses Program and has been using the Park for these annual events since 2018. The purpose of these programs is to strengthen communication between fathers and their children by providing a framework for enjoyable, constructive, and quality time together. The program serves families in Orange County, California by offering Indian Guides (Father - Son) and Indian Princesses (Father - Daughter) programs to nurture strong relationships and memories between fathers and their children using Native American themes and values. The program also provides fathers and their children with the opportunity to give back to the community through community service projects.
The recommended Permits align with the County and Chief Executive Officer’s goal and objective to operate in a fiscally responsible and business-like manner by allowing the Department to leverage its amenities and land to raise revenue to support park maintenance and development.
