Approve Amendment No. 2 to Contract No. 21-604 with Angel’s Complete Janitorial Services, Inc. for preschool classroom custodial services and building maintenance, changing the contractor name from Angel’s Complete Janitorial Services to Angel’s Complete Janitorial Services, Inc., and increasing the amount by $1,700,000, from $1,525,000 to a total not to exceed $3,225,000, with no change to the contract period of June 1, 2020 through May 31, 2023.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The contract increase of $1,700,000, for a total amount not exceed $3,225,000 over the three-year contract period, is 90% ($2,902,500) federally funded by the United States Department of Health and Human Services, Administration for Children and Families grant funds, and 10% ($322,500) state funded. Adequate appropriation and revenue have been included in the Preschool Services Department’s (PSD) 2021-22 budget and will be included in the 2022-23 recommended budget.

 

BACKGROUND INFORMATION

PSD requires custodial services at all Head Start preschool locations to maintain childcare licensing standards and remain in compliance with Health and Safety regulations.  PSD has been unable to hire eligible custodians for some sites due to labor market shortages and an increasing demand for custodian services.  Angel’s Complete Janitorial Services, Inc. (Angel’s) provides daily janitorial duties for PSD preschool sites without a custodian to meet the federal and state requirements and to be in compliance with California Health and Safety regulations.

 

PSD must maintain a high level of cleanliness at school sites and relies on janitorial vendors to meet this need when there are vacancies in the custodian positions.  The recommended amendment will allow PSD to utilize the existing contract with Angel’s to provide the custodial services at classroom sites needing these services at the required high standard of cleanliness that meets all licensing and health code requirements. 

 

Due to continued costs associated with the health and safety requirements of COVID-19, PSD is recommending an increase to the contract amount with Angel’s to provide the necessary, additional classroom cleanings due to the pandemic. PSD is expanding the Early Head Start program, which will increase the need for custodial services for the additional classrooms. The recommended amendment will expand and delineate specified tasks required under COVID-19 guidelines for deep cleaning of PSD sites that includes stripping, sealing and waxing of hard surface flooring; and deep cleaning of carpets, restrooms, classrooms, and offices.  In addition, this item will allow PSD to update the contract to reflect Angel’s name change, as the agency incorporated in June 2021.

 

PSD provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families. The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families. 

 

On July 8, 2020, as the result of a formal procurement, Purchasing approved Contract No. 4400014353 (currently Contract No. 21-604) with Angel’s to provide preschool classroom custodial services and building maintenance, in the amount of $525,000 ($175,000 annually), for the period of June 1, 2020 to May 31, 2023.

 

On August 10, 2021 (Item No. 24), the Board approved Amendment No. 1 to Contract No. 21-604 (formerly Contract No. 4400014353) for preschool classroom custodial services and building maintenance, increasing the amount by $1,000,000, from $525,000 to $1,525,000, with no change to the contract period of June 1, 2020 through May 31, 2023.  Due to the COVID-19 pandemic, Angel’s agreed to provide expanded services for deep cleaning to prevent transmission based upon COVID-19 guidelines and California Health and Safety regulations. Pursuant to County Policy 11-04, competitive and non-competitive contracts that exceed $200,000 annually must be approved by the Board of Supervisors.

 

Angel’s performance will be monitored by review of monthly reports to ensure compliance with the administrative, and fiscal terms and conditions of the contract. Angel’s will cooperate with the County in the implementation, monitoring and evaluation of this contract and comply with any and all reporting requirements established by this contract. The County reserves the right to request additional fiscal reports to facilitate this monthly review. The contract may be terminated without cause by the County with 30 days written notice.
