RECOMMENDATION(S)
Recommendation
1. Accept and approve the Regional Equity and Recovery Partnership Grant award and contract in the amount of $1,200,000 from the California Labor and Workforce Development Agency and the California Workforce Development Board on behalf of the Inland Empire Regional Planning Unit, comprised of the San Bernardino County and Riverside County Workforce Development Boards, to implement community college partnerships to serve 224 individuals regionally for the period of May 9, 2023, through October 31, 2025.
2. Authorize the Chief Executive Officer or Director of the Workforce Development Department to execute and submit the Regional Equity and Recovery Partnership Grant contract and award documents, any ancillary supporting documents and subsequent non-substantive amendments, subject to review by County Counsel.
3. Direct the Director of Workforce Development Department to transmit grant contract and award documents, and non-substantive amendments related to the Regional Equity and Recovery Partnership Grant to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The San Bernardino County Workforce Development Department (Department) will use the $1,200,000 Regional Equity and Recovery Partnership Grant (Grant) award to fund existing staff salaries and benefits, contractual services with the Riverside County Workforce Development Board (RCWDB), customer training, including on-the-job training, and internships. No match is required for this Grant. Sufficient appropriation and revenue are included in the Department’s 2022-23 budget and will be included in the 2023-24 recommended budget.
BACKGROUND INFORMATION
This Grant is from the California Labor and Workforce Development Agency (LWDA) and the California Workforce Development Board (CWDB) for Local Workforce Development Board Regional Planning Units to provide customer-training opportunities in partnership with Community Colleges. In 2016, CWDB designed Regional Planning Units, comprised of Local Workforce Development Boards, for implementing regional activities under the Workforce Innovation and Opportunity Act (WIOA). The Inland Empire Regional Planning Unit (IERPU) consists of the San Bernardino County Workforce Development Board (SBCWDB) and the RCWDB.
On May 5, 2022, the County Administrative Office authorized the submittal of the non-binding Grant application to CWDB for $1,200,000 to enhance and expand existing cross-system planning of the IERPU and to provide funding to implement community college partnerships to serve 224 individuals regionally. These individuals will be provided with training and job placement assistance through high-demand sector programs with our community college partners. These programs include Truck Driving, Machine/Equipment Maintenance, EMT/Paramedic, Construction and Credit for Prior Learning.
On October 13, 2022, SBCWDB, as the IERPU fiscal lead agency, received notification that the Grant application was approved in the requested amount. The SBCWDB received the contract on April 4, 2023, with a term date starting from the date of approval by the Board of Supervisors (Board) through October 31, 2025. Pursuant to County Policy 05-13, Board approval is needed to accept the Grant award.
