RECOMMENDATION(S)
Recommendation
1. Accept and approve amended allocation agreement, Amendment No. 2 to Contract No. 20-55, effective March 31, 2022, from the California Department of Health Care Services for the Medi-Cal Health Enrollment Navigators Project to provide outreach and enrollment services, extending the agreement an additional three months and increasing the amount by $142,725, from $1,293,463 to $1,436,188, for a total agreement period of January 1, 2020 through June 30, 2022.
2. Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Transitional Assistance Department to execute and submit any subsequent non-substantive amendments to the allocation agreement on behalf of the County, subject to review by County Counsel.
3. Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Transitional Assistance Department to execute and submit all non-substantive amendments in relation to the allocation agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase to the allocation in the amount of $142,725 from the California Department of Health Care Services (DHCS) for the Medi-Cal Health Enrollment Navigators Project is 100% State funded and does not require a local match. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2021-22 budget.
BACKGROUND INFORMATION
The Medi-Cal Health Enrollment Navigators Project, authorized under Assembly Bill 74, provides uninsured San Bernardino County residents the opportunity to gain access to healthcare coverage. The amended allocation agreement from DHCS increases and extends the project to allow the Transitional Assistance Department (TAD) to continue to provide Medi-Cal Health Enrollment Navigators Project services through June 30, 2022. Medi-Cal Health Enrollment Navigators funding is utilized for the enrollment and retention for an estimated 2,520 individuals with a focus on the following target populations: aged persons; persons who are homeless; immigrants and families with mixed immigration status; persons with limited English proficiency; young people of color; low age workers and their families or dependents; uninsured children and youth formerly enrolled in Medi-Cal; and persons who are in county jail, state prison, on state parole or county probation or under post release community supervision.
TAD is mandated and responsible to administer public assistance programs for eligible San Bernardino County residents in need of financial, nutritional and/or medical assistance, which includes Medi-Cal navigation services. Medi-Cal Health Enrollment Navigators Project funding is utilized to expand current navigation efforts in order to increase Medi-Cal enrollment and program retention rates within the target populations.
On January 28, 2020 (Item No. 53), the Board of Supervisors (Board) approved the allocation agreement from DHCS for the Medi-Cal Health Enrollment Navigators Project to provide outreach and enrollment services, in the amount of $650,000, for the period of January 1, 2020 through June 30, 2021.
On June 22, 2021 (Item No. 101), the Board approved Amendment No. 1 to the allocation agreement from DHCS increasing the allocation amount by $643,463, from $650,000 to $1,293,463, and extending the agreement through March 31, 2022.
On October 29, 2021, TAD was notified by DHCS of additional allocation funding in the amount of $142,725, and the extension of the Medi-Cal Health Enrollment Navigators Project an additional three months for continued project services.
On January 12, 2022, TAD received Amendment No. 2 to the allocation agreement from DHCS increasing the allocation amount by $142,725, from $1,293,463 to $1,436,188, and extending the allocation agreement through June 30, 2022.
