RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 1, effective July 1, 2023, to Agreement No. 22-1222 with Tulare County Office of Education (Tulare County Agreement No. 230322), on behalf of the California Department of Health Care Services, for Friday Night Live/Club Live Chapters, revising the roles and responsibilities of the parties, establishing a Youth Development Standards of Practice, increasing the total amount by $55,000, from $55,000 to $110,000, and extending the term for an additional year for the total contract period of July 1, 2022 to June 30, 2024.

2.                     Authorize the Director of the Department of Behavioral Health to execute and submit Amendment No. 1 to Agreement No. 22-1222 to Tulare County Office of Education, on behalf of the County.

3.                     Direct the Director of the Department of Behavioral Health to transmit Amendment No. 1 to Agreement No. 22-1222 to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). Amendment No. 1 to Agreement No. 22-1222 (Agreement) with the Tulare County Office of Education (TCOE), on behalf of the California Department of Health Care Services (DHCS), for the Friday Night Live (FNL)/Club Live (CL) Chapters, is funded by a $55,000 stipend provided by the California Friday Night Live Partnership. The stipend is administered by the TCOE. Adequate appropriation and revenue will be included in the Department of Behavioral Health’s (DBH) 2023-24 recommended budget.

 

BACKGROUND INFORMATION

DBH Substance Use Disorder and Recovery Services provide a full range of prevention, treatment services, and education for communities and residents of the County through contracts with community based organizations, educational facilities, and County-operated clinics with the goal of promoting prevention, intervention, recovery, and resiliency for individuals and families.

 

FNL/CL Chapters build community partnerships in their schools and the communities that support youth by helping to foster a sense of autonomy and power and promote the belief in a young person's capacity to contribute. Designed for middle and high school students, it provides opportunities for members to meet and make new friends with other youth who have different social and economic backgrounds, ethnicities, and gender. Chapter meetings allow for positive socializing in a safe environment to help members develop meaningful relationships with peers. FNL/CL program staff provide information, educational resources, and link community resources to club activities. Engaging youth in FNL/CL is a prevention strategy. FNL Kids (FNLK), focusing on 4th through 6th grade youth and FNL Mentoring, which co-engages middle and high school aged students, have recently been included. Chapters are generally hosted in schools but can be hosted in a variety of community locations, including but not limited to, Boys and Girls Clubs, alternative schools, and churches.

 

As of February 2023, there are 19 active FNL/CL/FNLK Chapters countywide which is an increase of nine Chapters from the previous fiscal year. The FNL program staff is currently in the process of establishing three additional FNL Chapters and two additional CL Chapters. The FNL program has 202 high school students, CL has 35 middle school students, and FNLK has 165 elementary students.

 

The California Friday Night Live Partnership housed within the TCOE, as the intermediary, on behalf of DHCS, has administered annual stipends for the FNL/CL program beginning in 2022-23 and will continue through 2023-24. The stipends are calculated using a population-based methodology.

 

The County has been allocated $55,000 per fiscal year; $10,000 of which will be made available to develop a FNL/CL/FNLK programs specifically serving at least one  of the following high need populations: Tribal youth, system-involved youth, LGBTQ+ youth, or homeless youth.

 

On December 6, 2022 (Item No. 14), the Board of Supervisors approved Agreement No. 22-1222 with the TCOE, for the continued expansion of FNL/CL Chapters in the amount of $55,000, for program implementation throughout the county for the contract period of July 1, 2022 through June 30, 2023.

 

Approval of this Amendment No. 1 to the agreement extends the original one-year term for an additional year, continuing services through June 30, 2024, and authorizes the Director to execute and submit the amendment to TCOE per program requirements, for the total contract period of July 1, 2022 through June 30, 2024.
