RECOMMENDATION(S)
Recommendation
1. Consider proposed ordinance relating to campaign finance reform.
2. Make alterations, if necessary, to proposed ordinance.
3. Approve introduction of the proposed ordinance.
• An ordinance of San Bernardino County, State of California, to repeal and add Chapter 43 of Division 2 of Title 1 of the San Bernardino County Code, relating to campaign finance reform.
4. SCHEDULE ORDINANCE FOR FINAL ADOPTION ON TUESDAY, SEPTEMBER 10, 2024 on the Consent Calendar.

FINANCIAL IMPACT
Approval of this item may result in the use of Discretionary General Funding (Net County Cost). Any budget adjustments and request for additional Discretionary General Funding will be presented to the Board of Supervisors (Board) for approval at a later date, if necessary.
BACKGROUND INFORMATION
San Bernardino County proposes an amendment to the Campaign Finance Reform ordinance (Ordinance) to enhance transparency in the electoral process.
The proposed amendments to the Ordinance will establish a revised limit on the amount that individuals and entities may contribute to candidates for elective County office and their controlled committees.
The Ordinance establishes the San Bernardino County Campaign Accountability Commission (Commission) that is tasked with enforcement of the Ordinance. The Commission will have nine members. The Board will appoint one member for each supervisorial district upon the recommendation of the board member of that district, and one member recommended by each county-wide elected official: the Sheriff/Coroner/Public Administrator, District Attorney, Auditor-Controller/Treasurer/Tax Collector, and Assessor-Recorder.
