Recommendation
1. Adopt Resolution to approve the Measure I Expenditure Plan for the revenues expected to be derived from the proposed continuation of Measure I San Bernardino County one-half of one percent transactions and use tax collected throughout San Bernardino County for transportation improvements, tentatively scheduled for voters’ consideration on November 3, 2026.
2. Direct the Department of Public Works to forward the approved Resolution to the San Bernardino County Transportation Authority.

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as this item is non-financial in nature.
BACKGROUND INFORMATION
Approval of this item allows the County to submit its concurrence of the proposed Measure I Expenditure Plan (attached to the Resolution) to the San Bernardino County Transportation Authority (SBCTA) for further action. Since the inception of the Measure I one-half of one percent transactions and use tax program (Measure I Program) in 1989, the SBCTA has been the administrator and will continue to be, should the County’s voters approve the continuation of the Measure I Program for transportation improvements.
On October 30, 1989 (Item No. 22), the Board of Supervisors (Board) adopted the first Measure I Project List and the Measure I Program pending voters’ approval of the Measure I Program at the November 7, 1989 election.
In 2004, SBCTA proposed extending the Measure I Program by an additional 30 years. On May 11, 2004 (Item No. 57), the Board adopted Resolution No. 2004-87, approving the Measure I Expenditure Plan for the revenues expected to be derived from the proposed continuation of Measure I, San Bernardino County’s one-half of one percent sales tax for transportation improvements, which was then tentatively scheduled for voter consideration on November 2, 2004. Voters subsequently approved the Measure I extension at the November 2, 2004 election.
The proposed Measure I Program is presented to outline the new Measure I Expenditure Plan in anticipation of voters’ approval in November 2026 to extend the Measure I Program with an indefinite termination, until voters repeal the Measure I Program.
If passed, the Measure I Program will continue to provide long-term funding to help fight traffic congestion, improve local streets, major roads, and highways; and enhance San Bernardino County’s economy by providing construction-related jobs, manufacturing jobs, and a transportation system to meet the needs of residents and the business communities.
Pursuant to the Public Utilities Code Section 180206, the Measure I Expenditure Plan must be approved by the Board and the city councils representing both a majority of the cities in the County and a majority of the population residing in the incorporated areas. On February 4, 2026 (Item No. 3), the SBCTA Board of Directors approved the Measure I Expenditure Plan. Upon receipt of Resolutions by all interested parties, the SBCTA Board of Directors will take action to adopt the final Measure I Expenditure Plan and request that the Board place the Measure on the November 3, 2026, ballot.
