RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 1 to Professional Services Agreement No. 23-1330 with Kris J. Storkersen, M.D., Inc. for teaching and providing ophthalmology services, adding language relating to compensation for the provision of training third-year medical students, with no change to the base contract amount of $1,560,000, plus variable amounts, for the contract term of January 1, 2024 through December 31, 2026.

2.                     Direct the Clerk of the Board of Supervisors to maintain the confidentiality of the Amendment pursuant to Health and Safety Code Section 1457(c)(1).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  Actual costs for services are funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in Arrowhead Regional Medical Center’s (ARMC) 2024-25 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

On December 19, 2023 (Item No. 21), as the result of a non-competitive procurement, the Board of Supervisors (Board) approved Agreement No. 23-1330 (Agreement) with Kris J. Storkersen, M.D., Inc. (Dr. Storkersen) to provide ophthalmology services at ARMC in the amount of $1,560,000 plus variables for the period of January 1, 2024 through December 31, 2026. 

 

Amendment No. 1 (Amendment) to the Agreement with Dr. Storkersen will add language relating to compensation for the provision of training third-year medical students at ARMC, as this was meant to be included in the Agreement but was omitted due to a clerical error. Amendment No. 1 is now being brought to the Board to correct this clerical error.  

 

The Amendment updates language regarding compensation to ensure accurate variable reimbursement for services provided by Dr. Storkersen relating to the training of third-year medical students who participate in rotations in ophthalmology at ARMC from St. George’s University School of Medicine and Western University of Health Sciences College of Osteopathic Medicine. The variable compensation associated with the Amendment is dependent on the volume of medical students that participate in a rotation in ophthalmology with Dr. Storkersen. 

 

Pursuant to Health & Safety Code section 1457(c)(1), the records of a hospital or any other county medical facility which reveal the rates of payment for health care services purchased by the hospital or other medical facility are not considered public records subject to disclosure under the California Public Records Act or any other law requiring the disclosure of records for a period of three years following execution of a related contract establishing rates of payment. 

 

ARMC recommends approval of the Agreements for the safety, health and social services needs of County residents by allowing ARMC to continue to provide patient care at ARMC and associated clinics.
