Recommendation
1. Approve the purchase of the following unbudgeted assets for detention facilities:
a. Four washing machines in an amount not to exceed $220,000.
b. Five gas dryers in an amount not to exceed $150,000.
2. Authorize the Purchasing Agent to issue a non-competitive Purchase Order to Western State Design, Inc. in an amount not to exceed $332,610, for the purchase and installation of four industrial washing machines and five gas dryers for use at the West Valley Detention Center.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). On December 19, 2023 (Item No. 95), the Board of Supervisors (Board) approved the purchase of four washers in an amount not to exceed $120,000 and five gas dryers in an amount not to exceed $250,000. However, the unit cost for the fixed assets needs to be corrected. The previously approved fixed assets will be defunded in order to adequately fund them based on the new unit costs. The department requests $220,000 for four washers and $150,000 for five gas dryers. The cost of the washers and dryers will be funded within the Sheriff/Coroner/Public Administrator’s (Department) existing 2023-24 budget allocation (4420001000).
BACKGROUND INFORMATION
West Valley Detention Center (WVDC) completes 50,000 to 60,000 bookings and releases each year. Incarcerated people held at detention facilities are issued clean and suitable clothing and linen, which is exchanged at least once a week; undergarments and socks are exchanged twice per week. (Cal. Code Regs., tit. 15, §§ 1260, 1262.)
The four washing machines and five gas dryers will be replacing existing equipment that has been repaired numerous times and has exceeded their lifespan. Approval of the recommended action will ensure the Department continues to maintain an appropriate supply of clean clothing and linen for use at WVDC.
PROCUREMENT
Western State Design, Inc. is the sole authorized dealer for the line of Milnor Industrial (Milnor) laundry equipment for the west coast of the United States. The Milnor brand of industrial washers and dryers has been used by the Department since 2009, and has a history of longevity, reliability, and the staff are familiar with the controls. Additionally, the maintenance staff at WVDC has been trained by Milnor in the maintenance and minor repair of the Milnor brand of industrial washers, thereby significantly reducing any down time. Purchasing concurs that Western State Design, Inc. is the only authorized dealer for Milnor Industrial Washer-Extractor in the west coast of the United States.
