RECOMMENDATION(S)
Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District (SBCFPD):
1. Approve grant agreement with the California Department of Resources Recycling and Recovery (CalRecycle) regarding the award of Household Hazardous Waste Discretionary Grant HD 32 (HD32-19-0001) in the amount of $239,181 for the period of July 3, 2019 to September 29, 2023 to upgrade the Joshua Tree Household Hazardous Waste collection facility.
2. Approve grant agreement with CalRecycle regarding the award of Household Hazardous Waste Discretionary Grant HD 33 (HD33-19-0006) in the amount of $50,000 for the period of July 3, 2019 to September 30, 2022 to upgrade the Upland Household Hazardous Waste collection facility.
3. Authorize the Chairman of the Board of Directors, Chief Executive Officer, Fire Chief/Fire Warden, Deputy Fire Chief, and/or Fire Marshal to proceed with the following actions associated with the CalRecycle HD 32 and HD 33 grant awards on behalf of SBCFPD:
a. Execute and file the grant agreements with CalRecycle for acceptance of the grant awards.
b. Act as signatories for grant reimbursement claims, performance reports, and other documents required to administer the grant awards.
c. Execute any non-substantive grant amendments upon review by County Counsel.
d. Execute any grant amendments, upon review by County Counsel, to extend the performance timelines
4. Direct the officials listed in Recommendation No. 3 to transmit all documents and amendments in relation to the CalRecycle HD 32 and HD 33 grant awards to the Secretary of the Board of Directors within 30 days of execution.

FINANCIAL IMPACT
Acceptance of these grant awards do not require additional Discretionary General Funding (Net County Cost). The grant awards totaling $289,181 will be used by SBCFPD for certain improvements to the Household Hazardous Waste (HHW) collection facilities located in Joshua Tree and Upland. The grants do not require local matching funds. Revenue and appropriation related to the grant awards will be included in a future quarterly budget report for approval by the Board of Directors (Board).
BACKGROUND INFORMATION
CalRecycle annually offers funding opportunities to assist public and private entities in the safe and effective management of the waste stream. SBCFPD typically applies for these funds to assist the countywide HHW program. This program provides full-service activities that include the collection, packaging, transportation, re-use, recycling, and ultimately environmentally safe disposal of hazardous waste. The HHW Division of SBCFPD also conducts public education programs.
On March 8, 2019, the Chief Executive Officer, in accordance with County Policy No. 05-13, authorized SBCFPD to submit a grant application to CalRecycle. The purpose of this application was to obtain grant funds for the construction of a pre-fabricated steel canopy that would provide a covered work area to protect employees and HHW storage containers from inclement weather at the HHW collection facility in Joshua Tree.
On March 28, 2019, the Chief Executive Officer, in accordance with County Policy No. 05-13, authorized SBCFPD to submit a grant application to CalRecycle. The purpose of this application was to obtain grant funds for the construction of a pre-fabricated steel canopy that would provide a covered work area to protect employees and HHW storage containers from inclement weather at the HHW collection facility in Upland.
Both grant applications submitted by SBCFPD (Household Hazardous Waste Discretionary Grant HD 32 for Joshua Tree and Household Hazardous Waste Discretionary Grant HD 33 for Upland) were approved by CalRecycle. Board approval is required to accept these grants in accordance with County Policy No. 05-13.
The grant award for the Joshua Tree facility is significantly more than the amount awarded for the Upland facility due to the following:
• The HHW collection facility in Joshua Tree is much larger than the Upland facility.
• The Joshua Tree grant award provides funding for an asphalt overlay at the facility.
• The City of Upland has agreed to fund a certain amount of the costs for the project at the Upland HHW collection facility.
This item is being approved retroactively due to the grants performance period beginning on July 3, 2019. Board approval of this item is retroactive to that date because SBCFPD did not receive notification of the award until August 28, 2019. This item is being presented to the Board at this time as this is the first date available for presentation following the required operational, fiscal, and legal reviews.
