Body
COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES
Provide for the Safety, Health and Social Service Needs of County Residents.
FINANCIAL IMPACT
Approval of the item will not result in the use of Discretionary General Funding (Net County Cost) as the cost of $750,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Agreement with Crisis Prevention Institute, Inc. (CPI) will give ARMC the ability to conduct trainings and gain necessary tools in management of assaultive behavior which will help staff to de-escalate violent behavior and prevent assaults at different settings within a general healthcare setting. Trainings will be tailored to provide education levels of interventions based on the job roles, functions, and expected level of interaction with patient populations. Trainings will include multiple methods of delivery ranging from online learning to in-person education.
ARMC recommends approval of this Agreement as the training provides staff with the necessary skills to de-escalate combative situations and provide for the safety, health, and social service needs of County residents.
PROCUREMENT
The Request for Proposal (RFP) No. ARMC122-ARMC-4983 for Crisis Intervention Training was released through the County’s Electronic Procurement (ePro) network on June 1, 2023. Three proposals were received in response to the RFP, as follows:

Evaluation of the proposals was completed by a committee comprised of representatives from ARMC’s Administration and supporting staff. All proposals were evaluated based on qualifications and experience, cost, references, and technical review. The evaluation committee determined, based on the depth of knowledge and familiarity with the proposal requirements, that CPI best met the needs of ARMC and was recommended for a contract. On November 6, 2023, a tentative award letter was sent to CPI. No protests were received. The Purchasing Department supports this competitive procurement based on the formal solicitation above.
