RECOMMENDATION(S)

Recommendation

Approve the non-financial Student Internship Program agreement with San Jose State University for the provision of Marriage and Family Therapy, Master of Social Work, and Bachelor of Social Work training and field experience to student interns, for the period of September 23, 2025 through December 31, 2029.

This item does not impact Discretionary General Funding (Net County Cost) as the recommended Student Internship Program Agreement (Agreement) is non-financial in nature.

 

BACKGROUND INFORMATION

The Department of Behavioral Health (DBH) employs qualified professionals in multiple disciplines including medicine, nursing, psychology, marriage and family therapy, and social work. As a result, DBH can provide necessary tutelage and guidance to student interns participating in a variety of behavioral health-related educational programs. Reciprocally, the use of interns to assist the County’s workforce is a valuable means of maximizing available public resources. Through student internship programs, DBH provides learning experiences that will help students develop the skills they need to prosper in their chosen profession, which aligns with the Countywide Vision2Succeed initiative.

 

Since 2008, DBH has operated a successful internship program through agreements with schools and other institutions which establish the terms and conditions under which DBH will accept student interns. These agreements enable students to earn required internship hours while working under the supervision of qualified DBH staff.

 

On February 27, 2024 (Item No. 21), the Board of Supervisors (Board) approved standard Agreement templates for public schools and other institutions. However, the recommended Agreement with San Jose State University (SJSU) contains slight modifications from the standard Agreement template (Template) but still conforms to County Policy 11-05. The modifications are as follows:

                     Students are required to sign the DBH Oath of Confidentiality (Oath) and Code of Conduct (Code) prior to initial contact with DBH clients, in conformance with DBH’s Sound and Photographic Recordings Policy (COM0922). DBH will be responsible for student compliance and noncompliance with the Oath and Code; a determination of noncompliance will be grounds for dismissal from the DBH placement experience.

                     Students are responsible for completing required background and reference checks to participate in the Internship Program, in conformance with County Policy No 07-18. DBH’s Internship Program is responsible for cost associated with background checks.

 

DBH recommends approval of this Agreement, including the deviations from the approved template, as it will allow students from SJSU to participate in a valuable learning opportunity and provide DBH with additional staffing resources for delivery of services.
