RECOMMENDATION(S)

Recommendation

1.                     Approve Contract with Tegria Services Group - US, Inc., including non-standard terms, for professional clinical informatics consulting services to support the electronic health record system implementation, in the not-to-exceed amount of $500,000 for the one-year period of November 18, 2025, through October 31, 2026.

2.                     Authorize the Director of the Department of Public Health, as the designated official, to approve and sign Statements of Work and amendments to Statements of Work, and non-substantive amendments to the contract with Tegria Services Group - US, Inc., subject to review by County Counsel.

3.                     Direct the Director of the Department of Public Health to transmit all non-substantive amendments to the contract to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total not-to-exceed services cost of $500,000 is funded by Medi-Cal, Medicare, private insurance, existing ongoing 1991 Realignment funds, fee revenue, and other departmental revenue. Adequate appropriation and revenue have been included in the Department of Public Health (DPH) 2025-26 budget and will be included in the 2026-27 recommended budget.

 

BACKGROUND INFORMATION

DPH is working closely with Arrowhead Regional Medical Center (ARMC) to transition from DPH’s current electronic health record system, Athena, to ARMC’s system, Epic. ARMC, supported by its contracted consulting partner Tegria Services Group - US, Inc. (Tegria), is assisting DPH with preparation activities.

 

To strengthen DPH internal implementation efforts, DPH recommends contracting directly with Tegria. Specifically, Tegria’s consultants will support DPH through system configuration, training, and will provide both technical and clinical assistance. Tegria’s support will enhance DPH service quality, operational efficiency, and the overall clinical experience for staff and patients.

 

The recommended contract with Tegria is based on the County standard contract, negotiated by the parties, and includes the following non-standard contract term: 

 

1.                     Liability to the County is limited to an amount equal to the total fees paid to Tegria during the previous 12-month period.

                     The standard County contract does not include a limitation of liability.

                     Potential Impact: Claims could exceed the liability cap and the contract amount, leaving the County financially liable for the excess.

 

DPH recommends approval of the contract with Tegria, including the non-standard term, as this contract will provide the necessary technical expertise and experience to successfully transition the department from Athena to a new electronic health record, Epic.

 

Approval of Recommendation No. 2 will authorize the Director of DPH to approve and execute the Statements of Work and necessary amendments to Statements of Work, and any non-substantive amendments to the contract, subject to review by County Counsel. Statement of Work documents will be provided by Tegria for approval as each activity is initiated under the overall project scope of work indicated within the contract. Each Statement of Work document will identify the specific activity, timeline, assigned consultant staff and associated hourly rate. Amendments to the Statement of Work documents may be necessary as activities are underway to make adjustments to the activity timeline or assigned staff. Non-substantive amendments to the contract itself may be necessary to revise timelines for various items within the project scope of work as activities are completed, but will not affect the total contract amount or term.

 

PROCUREMENT

The recommended contract with Tegria was procured based on successful competitive procurement completed ARMC for clinical informatics consultant staffing released on August 8, 2022, Request for Proposal No. ARMC123-ARMC-4683, which resulted in ARMC’s existing contract with Tegria.
