RECOMMENDATION(S)
Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District:
1. Declare equipment consisting of a power unit, combi tool, and a set of hoses as surplus equipment that no longer meets the needs of the San Bernardino County Fire Protection District.
2. Authorize the donation of surplus equipment consisting of a power unit, combi tool, and set of hoses to the Crafton Hills Community College - Fire Science Program.

FINANCIAL IMPACT
Approval of these actions will not result in the use of Discretionary General Funding (Net County Cost). The surplus equipment includes a power unit, combi tool, and a set of hoses (Surplus Equipment), has an estimated value of $3,000, and is beyond its life expectancy and is no longer supported by the vendor.
BACKGROUND INFORMATION
Crafton Hills College (CHC) is a non-profit, community college campus of the San Bernardino Community College District that serves the residents of communities within the San Bernardino County Fire Protection District (SBCFPD). CHC offers a Fire Technology Degree program, an Emergency Medical Services program, as well as several other programs including a Fire Technology Certification program and Paramedic Certification program.
On August 19, 2024, CHC sent SBCFPD a formal request for surplus equipment. SBCFPD staff identified the surplus equipment, as listed in Attachment A, that had reached the end of their useful lives and been replaced with new equipment.
SBCFPD is committed to supporting the next generation of firefighters and rescuers. SBCFPD desires to donate this surplus equipment to CHC for use in their Fire Science program. The surplus equipment will play a crucial role in enhancing the hands-on training experiences of students enrolled in the program by equipping them the tools they need to develop essential skills for a career in firefighting and emergency response and help prepare them for the challenges they will face as future firefighters and rescuers.
The surplus equipment, which has been declared surplus to the needs of SBCFPD, no longer meets SBCFPD standards for use in emergency situations due to age, working condition and/or equipment update requirements. SBCFPD recommends the transfer of the surplus equipment to CHC at no cost, so that the surplus equipment may be used for educational purposes as part of the training curriculum at CHC. The surplus equipment transferred to CHC will be used to assist in preparing the next generation of firefighters and rescuers in high-risk life rescue incidents. This will be a benefit to County and SBCFPD residents.
