RECOMMENDATION(S)

Recommendation

Approve Amendment No. 1 to non-financial student internship Agreement No. 20-877, effective April 9, 2024, with California State University, San Bernardino for training and field experience of student interns with the Department of Behavioral Health, updating contract language to allow Master’s of Science Physician Assistant students’ participation in the student internship program, and extending the agreement an additional year, for the total agreement period of September 15, 2020 through June 30, 2025.

FINANCIAL IMPACT

The amendment to the student internship program agreement is non-financial; therefore, this item does not impact Discretionary General Funding (Net County Cost).

 

BACKGROUND INFORMATION

The Department of Behavioral Health (DBH) employs qualified professionals in a variety of areas, including medicine, nursing, psychology, marriage and family therapy, and social work. DBH can provide necessary tutelage and guidance to student interns participating in a variety of behavioral health-related educational programs. Reciprocally, the use of interns to assist the County’s workforce is a valuable means of maximizing available public resources. Through student internship programs, DBH provides learning experiences that will help students develop the skills they need to prosper, which aligns with the San Bernardino Countywide Vision2Succeed initiative.

 

Since 2008, DBH has operated a successful unpaid internship program through agreements with schools and other institutions, which establish the terms and conditions under which DBH will accept students. These agreements enable students to earn required internship hours while working under the supervision of qualified DBH staff.

 

Approval of the recommended amendment will allow California State University, San Bernardino (CSUSB) Master’s of Science Physician Assistant students to complete core and/or elective psychiatry clinical rotations with DBH and extend the agreement period for an additional year. The amendment includes DBH’s obligations and training capacity to ensure the clinical rotation meets CSUSB requirements for the Master of Science Physician Assistant program.

 

On September 15, 2020 (Item No. 19), the Board of Supervisors approved the non-financial student internship Agreement No. 20-877 with CSUSB for training and field experience, allowing students the opportunity to intern with DBH for the period of September 15, 2020 through June 30, 2024.
