FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The increase in the amount of $13,464 from the California Department of Public Health (CDPH) for the Woman, Infants and Children Nutrition (WIC) Program does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2023-24 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

DPH’s WIC Program activities help low-income pregnant women, new mothers, infants and young children throughout the county to eat well and stay healthy. Participants receive monthly WIC benefits via an electronic benefits card (WIC Card) to purchase authorized food items such as milk, cheese, eggs, cereal, peanut butter, beans, fresh fruit and vegetables, and whole grains, which are selected to supplement a diet with beneficial nutrients. The United States Department of Agriculture, Food and Nutrition Services provides the WIC Program funding to CDPH, which in turn allocates funds to local agencies. DPH has received WIC funding since 1977.

 

The WIC Program provides services to participants, including breastfeeding information and support, nutrition education, and provision of the WIC Card to purchase foods selected for nutrient content. It is a vital program that ensures that vulnerable families have access to nutritious foods and education on healthy eating habits.

 

The $13,464 increase will continue to support these activities and be expended in the remainder of the agreement term and fund the DPH Dieticians, Health Education Specialist, and Program Coordinator’s travel expenses required by CDPH WIC for participation in four State Committees: Education, Breastfeeding, Outreach, and Data Users.

 

On April 12, 2022 (Item No. 30), the Board of Supervisors (Board) approved and authorized the submission of a grant application to CDPH for continued support of the WIC Program, in the amount of $41,727,837 for the period of October 1, 2022 through September 30, 2025.

 

On September 13, 2022 (Item No. 45), the Board approved Agreement No. 22-795 (State Agreement No. 22-10281) with CDPH for the WIC Program, in the amount of $41,727,837 for the period of October 1, 2022 through September 30, 2025.

 

On March 14, 2023 (Item No. 35), the Board approved Amendment No. 1 to Agreement No. 22-795 (State Agreement No. 22-10281) with CDPH for the WIC Program, which was a request to increase the grant amount by $13,464, with no change to the period of October 1, 2022 through September 30, 2025. The necessary documents for the increase request, presented as an agreement amendment, were submitted to CDPH for review and issuance of a subsequent agreement, if awarded. 

 

On July 24, 2023, DPH received Amendment No. 2 to Agreement No. 22-795 (State Agreement No. 22-10281), confirming award of the requested increase to the grant amount by $13,464, from $41,727,837 to $41,741,301, with no change to the period of October 1, 2022 through September 30, 2025. This item is being presented at this time as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s services or activities.
