Recommendation

Approve Amendment No. 1 to Contract No. 22-1011 with Rolling Start, Inc., for Aging and Disability Connection No Wrong Door Liaison services, updating the language clarifying responsibilities, increasing the contract amount by $250,000, from $1,200,000 to a total not to exceed amount of $1,450,000, and extending the contract by an additional year, for a total contract period of July 1, 2022 through June 30, 2026.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The increase of $250,000 is 100% funded by the State Emerging Aging and Disability Resource Connection (ADRC) Infrastructure grant.  Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2025-26 recommended budget.

 

BACKGROUND INFORMATION

The recommended contract amendment with Rolling Start, Inc. updates the language clarifying responsibilities and will continue the partnership and infrastructure development of the ADRC No Wrong Door Network by extending the contract for one year, to provide services empowering older adults and people with disabilities to consider all available options, make informed decisions, access community support for needed services, and meet their personal goals for independence.

 

 The ADRC No Wrong Door Network is a system that enables consumers access to long term services and supports (LTSS) through one agency, organization, coordinated network, or portal. This system provides consumers with information regarding the availability of LTSS, how to apply for LTSS, and referral services for LTSS otherwise available in the community. LTSS also can determine either financial and functional eligibility for LTSS or assistance with assessment process for financial and functional eligibility.

 

Contractor performance will continue to be monitored by review of monthly reports and invoices and an annual monitoring visit to ensure compliance with the administrative, program, and fiscal terms and conditions of the contract.  County staff will review monthly invoices to ensure charges are for services provided to eligible beneficiaries under the ADRC program prior to payment.  The County reserves the right to request additional program and/or fiscal reports to facilitate this monthly review.  The recommended contract shall be subject to availability of funds to the County.

On October 25, 2022 (Item No. 8), the Board of Supervisors approved Contract No. 22-1011, including a non-standard term, with Rolling Start, Inc. for Aging and Disability Connection No Wrong Door partnership and infrastructure development, in the amount of $1,200,000, for the contract period of July 1, 2022 through June 30, 2025.
