RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 1 to County Contract No. 21-603 (Grant Award No. 90ZJ0037-02-01) from the United States Department of Human Services, Administration for Children and Families for Preschool Services Department’s Comprehensive Fatherhood Program, increasing the award by $592,066, from $993,019 to $1,585,085, with no change to the period of September 30, 2021 through September 29, 2022.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the adjustments to the Preschool Services Department’s 2021-22 budget as indicated in the Financial Impact Section for program activities (Four votes required).

This item does not impact Discretionary General Funding (Net County Cost).  The increase of $592,066 to the grant award from the United States Department of Health and Human Services, Administration for Children and Families (ACF) for Preschool Services Department’s (PSD) Comprehensive Fatherhood Program, does not require a non-federal match.  PSD is requesting the following appropriation increases totaling $592,066 for program activities.

BACKGROUND INFORMATION

PSD’s Comprehensive Fatherhood Program services and activities include recruitment of Head Start fathers, risk and needs assessments, goal setting with measurable activities and milestones, intensive case management services, supportive services through referrals to community partners, availability of the Successful Pathways Apprenticeship Program and certified high school education program, and participation in The Nurturing Fathers Program curriculum workshops.  The amendment increases the award amount for PSD’s Comprehensive Fatherhood Program as a result of ACF carrying-forward prior unobligated funds to the current program year.

 

PSD will use the increased award for program activities including staff and participant training, counselling services, program materials, classroom supplies, office equipment and furniture, as well as transportation and job interview assistance for eligible parents to attend in person or in class training. PSD plans to utilize temporary staffing, in addition to existing PSD staff, while prioritizing the process to hire contract staff for PSD’s Comprehensive Fatherhood Program. PSD will make the purchases indicated above in accordance with County purchasing policy by September 2022. 

 

On June 23, 2020, the County Administrative Office authorized the submission of a grant application to ACF for PSD’s Comprehensive Fatherhood Program, in an annual amount of $993,019, over the five-year grant project period of September 30, 2020 through September 29, 2025.  PSD is required to submit annual funding applications to receive the yearly $993,019 throughout the five-year grant project period.

 

On November 17, 2020 (Item No. 51), the Board of Supervisors (Board) approved County Contract No. 20-1144 (Grant Award No. 90ZJ0037-01-00) from ACF for PSD’s Comprehensive Fatherhood Program funding, in the amount of $993,019 for Year One, for the period of September 30, 2020 through September 29, 2021.  In addition, this item authorized the Chairman of the Board of Supervisors, Chief Executive Officer, or PSD Director, to execute and submit any subsequent non-substantive amendments to the award, on behalf of the County, subject to review by County Counsel.

 

On March 23, 2021 (Item No. 48), the Board approved the submission of a grant application to ACF for PSD’s Comprehensive Fatherhood Program Year Two funding, in the amount of $993,019, for the period of September 30, 2021 through September 29, 2022.

 

On August 10, 2021 (Item No. 23), the Board approved County Contract No. 21-603 (Grant Award No. 90ZJ0037-02-00) from ACF for PSD’s Comprehensive Fatherhood Program funding, in the amount of $993,019, for the period of September 30, 2021 through September 29, 2022.  In addition, this item authorized the Chairman of the Board of Supervisors, Chief Executive Officer, or PSD Director to accept, execute and submit any subsequent non-substantive amendments to the award, and other documents required to secure funding, on behalf of the County, subject to review by County Counsel.

 

On January 7, 2022, through the authority delegated by the Board, the Chairman of the Board signed the application documents required by ACF in order to move the unobligated funds, in the amount of $592,066, from program Year One, to program Year Two.

 

On April 8, 2022, PSD received the amended Grant Award No. 90ZJ0037-02-01 from ACF for PSD’s Comprehensive Fatherhood Program, increasing the award by $592,066, from $993,019 to $1,585,085, for the period of September 30, 2021 through September 29, 2022.  The item is being presented to the Board at this time following required operational, fiscal, and legal reviews.  Approval at this time will not impact PSD’s services or activities.

 

PROCUREMENT

Purchases will be made in accordance with County policy.
