RECOMMENDATION(S)
Recommendation
Acting as the governing body of San Bernardino County, Board Governed County Service Areas, and the San Bernardino County Flood Control District:
1. Approve non-financial Agreement with LAUNCH Apprenticeship Network to provide apprentices on-the-job learning and technical instruction through temporary job placement, for the period of August 20, 2024, through August 30, 2029.
2. Establish a new classification titled: General Apprentice.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost), as the Agreement is non-financial in nature.
BACKGROUND INFORMATION
LAUNCH Apprenticeship Network (LAUNCH) is a program of the Foundation for California Community Colleges, that has received funding through state and federal grants, for the purposes of managing and growing apprenticeship programs that leverage robust partnerships with high schools, community colleges, universities and local businesses/partners. By combining supervised on-the-job training, which will be provided by the County through this Agreement, and with related technical instruction (to be provided by one of the LAUNCH partner community colleges), LAUNCH apprenticeships reinforce theories underlying those skills learned in the workplace and accelerate professional development.
Entering into this Agreement with LAUNCH will bridge apprenticeships to careers within the County, by serving as a business/partner worksite, allowing referred apprentices hands-on experience and development of essential skills directly related to their field of study. By engaging with this program, students will not only enhance their employability, but also build professional networks that could be beneficial for their future career paths. Additionally, the program will provide mentorship and support services, guiding students through their learning journey and helping them to overcome any challenges they may encounter along the way.
The County's collaboration with LAUNCH is a proactive step towards fostering a skilled workforce, promoting lifelong learning, and creating a brighter future for students and the region, as a whole.
Approval of Recommendation No. 1 will allow LAUNCH to refer program student apprentices to identified apprenticeship opportunities in the County using extra help (temporary) apprenticeship positions where they may apply their acquired skills and training during a set duration, no more than 2080 hours.
Approval of Recommendation No. 2 will allow Human Resources to establish a new classification titled: General Apprentice. This classification will be designated as Extra Help. Departments will be allowed to request extra help positions, based on available funding, designated to the new classification to acquire interns based on the organization’s need. Extra Help employees' salary shall be within the base salary range established for the job level, with commensurate duties, as determined by the Human Resources Department (Department).
The non-financial Agreement will provide that either party may terminate the Agreement without cause after 14 days advance written notice.
