Recommendation
1. Approve the plans and specifications for the Phelan Road Intersection Improvements Project in the Phelan area as signed and sealed by a registered civil engineer.
2. Authorize the Director of the Department of Public Works to advertise the Phelan Road Intersection Improvements Project in the Phelan area for formal bids.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). There is minimal impact to the Department of Public Works (Department) for the approval of the Phelan Road Intersection Improvement Project in the Phelan area (Project) plans and specifications and authorization to advertise for formal bids. The Project will be funded with Federal Highway Safety Improvement Program (HSIP) grant funds and a local match with Senate Bill 1 (SB1) Road Maintenance Rehabilitation Account (RMRA) revenue. Sufficient appropriation and revenue are included in the Department’s 2021-22 Road Operations budget (6650002000 13H14995) and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Project consists of widening four intersections on Phelan Road to accommodate left-turn and right-turn lanes to the intersecting streets at Sonora Road, Tumbleweed Road, Sunny Vista Road, and Arrowhead Road. The Project includes mill and overlay of existing pavement, widening with new pavement to accommodate pavement transitions, minor grading on shoulders, construction of approach aprons, new pavement returns at intersecting streets and traffic striping. The Project will be constructed to ultimate width, which will integrate seamlessly into the future Phelan Road widening project. Minimal work for the Project will be done outside the existing road right-of-way and will require permission from property owners; however, all permissions have been obtained and no property acquisitions are required.
This Project has been identified as a priority based on Phelan Road collision data and the HSIP’s goal to promote public safety by relieving traffic congestion, improving circulation, and reducing collisions and serious injury on all public roads. On April 30, 2019 (Item No. 53), the Board of Supervisors (Board) authorized this Project, including the mill and overlay, as part of the 2019-20 Senate Bill 1 Road Maintenance and Rehabilitation Account project list.
On November 17, 2020 (Item No. 65), the Board determined the Project was exempt under the California Environmental Quality Act, approved the Project as defined in the Notice of Exemption, and directed the Clerk of the Board to file and post said notice.
The Project aligns with the County and the Chief Executive Officer’s goals and objectives of ensuring development of a well-planned, balanced and sustainable County and providing for the safety of County residents by improving access and enhancing turning movements at the intersections mentioned above.
The Project includes an allowance in the amount of $50,000 for differing site conditions associated with utilities and/or soil conditions.
PROCUREMENT
The Project will be advertised to invite formal bids in accordance with Section 22037 of the California Public Contract Code. The Department anticipates returning to the Board for an award of contract in Spring 2022.
