FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary Funding (Net County Cost). The cost of this agreement is $670,653 and is funded through the one-time use of Youth Offender Block Grant (YOBG) reserves. Sufficient appropriation for the Mobile Data Computer and Software (MDCS) and related ongoing maintenance costs is included in the Probation Department’s (Department) 2023-24 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Approval of this item will enable the Department to contract with DuraTech USA, Inc. (DuraTech) to provide MDCS. MDCS is comprised of a computerized communication device and system that is used in law-enforcement vehicles for communication with dispatch to receive locations, directions, and critical information related to a call. The DuraTech MDCS is compatible with the most current Mobile Data Software (MDS) utilized by San Bernardino County (County) Sheriff/Coroner/Administrator (Sheriff), supporting coordination of communication between the Sheriff and Department’s systems. This communication system will enhance the safety of probation officers working in the field and protect County residents.

 

The Sheriff provides MDS support services to the Department’s fleet, which requires the Department to mirror software and hardware standards related to Sheriff’s mobile data computers, including but not limited to the make and model of the mobile data computer to ensure optimum performance. Sheriff notified the Department that it was increasing its hardware standards to increase software security. Thereafter, the Department started the process to migrate to the Sheriff’s new platform, procuring a new MDCS for the Department’s fleet with commensurate software and hardware standards.

 

DuraTech provides the specific MDCS required by the Department to mirror that of Sheriff’s, and includes hardware provided by Getac. Getac provides a three-year warranty for its hardware against defects in materials and workmanship that may occur due to accidental acts or exposure to environmental conditions.

 

PROCUREMENT

The Department released Invitation to Bid (ITB) PROB24-PROB-5070 on August 29, 2023, requesting interested and qualified agencies to provide MDCS compatible with the required MDS, with a three-year warranty and maintenance services per device.  The ITB was publicly advertised through direct mailings to 411 vendors that provide MDCS and posted on the County’s Electronic Procurement Network (ePro).

 

Seven proposals were received by the established deadline. Of the seven proposals, all met the minimum requirements and were evaluated by the Department based on the selection criteria in the ITB, which included the specified make and version of the MDCS device, warranty and maintenance services, disposal services, and the cost. Based on the evaluation results, DuraTech is recommended for award of a contract. No written protests were received.
