Recommendation
Approve Amendment No. 3 to Contract No. 22-88 with Family Assistance Program, for County use only temporary shelter services, increasing the total contract by $2,258,328, from $6,678,576 to $8,936,904, and extending the contract term for one year, for a total contract period of February 9, 2022 through August 31, 2026.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Amendment No. 3 (Amendment) to Contract No. 22-88 (Contract), which increases the total contract amount to $8,936,904 for temporary shelter services, will be funded by a combination of 50% Realignment ($4,468,452) and 50% Wraparound Reinvestment funding ($4,468,452). Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Children and Family Services (CFS) has many high-risk youth awaiting placement. These youth may have high behavioral needs, such as verbal and physical aggression, history of running away, substance abuse, violent behaviors toward other children and caregivers, special health care needs, autism, destruction of property, and self-harm. There are limited number of shelter beds for these high-risk youth.
On February 8, 2022 (Item No. 25), the Board of Supervisors (Board) approved the non-competitive Contract with Family Assistance Program (FAP), in the amount of $2,074,440, from February 9, 2022 through February 29, 2024. The Contract was to provide 12 shelter beds solely for the County’s use, with a no reject/no eject policy (where all youth must be accepted and cannot be expelled), to address the need for shelter services for high-risk youth.
On August 22, 2023 (Item No. 23), the Board approved Amendment No. 1 to the Contract, increasing the contract amount by $2,345,808, for a total Contract amount of $4,420,248, adding six additional beds and extending the Contract for an additional six months through August 31, 2024.
On August 20, 2024 (Item No. 33), the Board approved Amendment No. 2 to the Contract, increasing the contract amount by $2,258,328, for a total Contract amount of $6,678,576, and extending the Contract for one year through August 31, 2025.
The Amendment will allow FAP to continue providing County high-risk youth with temporary shelter in a licensed facility that utilizes staff trained in serving these clients while they await placement. The anticipated cost per bed per day is $344.
This item is retroactive to August 31, 2025, to accommodate negotiations between the parties to extend the contract terms. This Amendment is being presented to the Board at this time as it is the first date available after the parties reached an agreement. Approval at this time will not impact services and will ensure that CFS’ foster care children continue to have access to temporary shelter services through August 31, 2026.
FAP’s performance is monitored by reviewing monthly reports and conducting regular site visits to ensure compliance with the administrative, program, and fiscal terms and conditions of the Contract. CFS Budget and Administrative Services reviews the invoices and attachments FAP submits prior to payment. The contract may be terminated without cause by the County with 30 days’ written notice.
