Recommendation
Approve Amendment No. 2 to Agreement No. 24-234 with KTU&A Planning and Landscaping Architecture, effective June 3, 2025, for a Master Plan Update for Prado Regional Park increasing the amount by $28,970, from $100,000 to $128,970, and extending the term from June 2, 2025 through June 30, 2026, for a total term of March 13, 2024 to June 30, 2026.

FINANCIAL IMPACT
Approval of Amendment No. 2 (Amendment) to Agreement No. 24-234 (Agreement) will not result in the use of Discretionary General Funding (Net County Cost). The Amendment to the Agreement with KTU&A Planning and Landscaping Architecture (KTU&A), in the amount of $28,970, will be funded from the Regional Parks Maintenance and Development Fund. Adequate appropriation and revenue are included in the Regional Parks Department 2025-26 budget.
BACKGROUND INFORMATION
On March 12, 2024 (Item No. 42), the Board of Supervisors (Board) approved the Agreement with KTU&A for the Master Plan Update for Prado Regional Park (Master Plan Update) with a term of March 13, 2024, through November 12, 2024.
On May 20, 2025 (Item No. 82), the Board approved Amendment No. 1 with KTU&A to extend the contract to June 2, 2025, to complete the Master Plan Update for Prado Regional Park. The Regional Parks Department (Department) became aware of the need to extend the Agreement after it had already expired on November 12, 2024, and requested retroactive approval effective November 13, 2024 through June 2, 2025. Regional Parks spoke with KTU&A who provided an explanation that they needed further time to thoroughly complete the project.
The Department is requesting approval of the Amendment for a term extension and cost increase of the agreement to issue final payment to KTU&A. Supplementary work for the project was completed by KTU&A but they did not supply the Department with the required justification until after the contract ended. In addition, upon review of the final plan, more revisions were identified, changing the scope of the project. Extending the Agreement through June 30, 2026 will allow time for final payment and to close out the Agreement/Master Plan Update.
If not approved by the Board, KTU&A will not be able to finalize the Master Plan Update. This item is being presented at the first available date following the required operational, administrative and legal reviews for presentation to the Board.
The Master Plan Update supports the County and Chief Executive Officer goals and objectives to operate in a fiscally-responsible and business-like manner and ensure development of a well-planned, balanced, and sustainable County by presenting a cost/benefit analysis for proposed amenities at Prado Regional Park to maximize revenue generation.
