RECOMMENDATION(S)

Recommendation

1.                     Approve Capital Improvement Program Project No. 25-057 (WBSE10.10.1685), in the amount of $56,242,942, for the construction of new facilities at the Comprehensive Treatment Campus, located at 13333 Palmdale Avenue in Victorville.

2.                     Approve appropriation and revenue adjustments to fund the Capital Improvement Program Project and authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The estimated project cost of $56,242,942 will be funded by the Behavioral Health Continuum Infrastructure Program (BHCIP) grant in the amount of $51,410,844 and $4,832,098 will be funded by 2011 Realignment funds.

 

Adjustments to the Department of Behavioral Health (DBH) and Project and Facilities Management Department (PFMD) 2024-25 budgets are requested as noted in the table below.  The budget adjustments for PFMD reflect the estimated full cost of the recommended Capital Improvement Program (CIP) project, which will span multiple fiscal years.  The budget adjustments for DBH reflect the estimated current year needs for this CIP; adequate appropriation and revenue will be included in future DBH recommended budgets.

BACKGROUND INFORMATION

DBH is responsible for providing mental health and substance use disorder (SUD) services to county residents experiencing severe mental illness and/or a SUD.  The Department of Health Care Services (DHCS) BHCIP grant will support DBH in expanding the availability of treatment of complex SUD service needs for residents of the county and thereby addressing the associated risk of homelessness for this population countywide.  The BHCIP grant provides funds to modernize and expand infrastructure improvements to expand the continuum of care.

 

On January 24, 2023 (Item No. 46), the Board of Supervisors (Board) approved the Purchase and Sale Agreement and Joint Escrow Instructions for the acquisition of 29.47 acres, improved with nine single story buildings, totaling about 17,770 square feet of building area, located at 13333 Palmdale Road in the City of Victorville (Property).  On December 29, 2023, the County closed escrow through the Chicago Title Company, officially acquiring the Property.

 

On June 23, 2023, DBH received notification from DHCS that it had been selected to receive $51,410,844 through BHCIP to support the expansion of the Comprehensive Treatment Campus project located on the Property.  The conditional award was contingent on confirmation of a funding match, a clean title report and acceptance of the terms of encumbrance on certain portions of the Property.

 

On May 21, 2024 (Item No. 22), the Board approved the Program Funding Agreement (PFA) with Advocates for Human Potential, Inc., on behalf of DHCS, in the amount of $51,410,844, effective upon execution through June 30, 2027.

 

The acquisition of the Property and acceptance of the PFA allows for this expansion of the Comprehensive Treatment Campus, which will add 18 adult withdrawal management beds; 36 adult SUD residential treatment beds; an adult outpatient facility; and a youth campus consisting of a 14 adolescent bed Psychiatric Residential Treatment Facility, a 16 bed adolescent SUD residential treatment facility, a youth and adolescent outpatient treatment facility, and a wellness center.

 

Approval of this item will allow PFMD to facilitate the CIP to be located on the Comprehensive Treatment Campus. 

 

PROCUREMENT

DBH and PFMD will return to the Board for approval of the plans and specifications, authorization to advertise for competitive bids, and to award a construction contract.
