RECOMMENDATION(S)
Recommendation
1. Find that the Sheriff/Coroner/Public Administrator Colorado River Station Remodel Project is exempt under California Environmental Quality Act (CEQA) Guidelines, Section 15301 Class 1 Subsection (a), (d), (e) minor alteration of existing structure.
2. Approve the plans and specifications for the Sheriff/Coroner/Public Administrator Colorado River Station Remodel Project, located at 1111 Bailey Avenue in Needles.
3. Authorize the Director of the Project and Facilities Management Department to advertise for competitive bids for the Sheriff/Coroner/Public Administrator Colorado River Station Remodel Project.
4. Direct the Clerk of the Board of Supervisors to file and post the Notice of Exemption for the Sheriff/Coroner/Public Administrator Colorado River Station Remodel Project as required under California Environmental Quality Act.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Sheriff/Coroner/Public Administrator’s (Sheriff) Colorado River Station (Station) Remodel Project (Project) (WBSE 10.10.1220) budget of $13,952,484 is funded with Discretionary General Funding ($6,594,490) and Proposition 172 funds ($7,357,994) as approved by the Board of Supervisors (Board) as part of the 2021-22 and 2022-23 Capital Improvement Program (CIP) budget.
BACKGROUND INFORMATION
The Project, established in 2021, on behalf of Sheriff, is a design-bid build construction project. On October 25, 2022 (Item No. 77), the Board approved Amendment No. 1 to Use Permit, Agreement No. 14-47, with the City of Needles to expand the total use area to 3,684 square feet (Use Area), extend the Use Permit term through October 24, 2025, and permit the County to make structural and non-structural alterations, and improvements and additions to the Use Area. The Project will create a new interior floor plan to include a new mechanical system, electrical components, American with Disabilities Act improvements, assessment of roofing systems, Information Technology infrastructure, domestic water and sewer system upgrades to meet current codes and to provide for the current and future needs of the Station within the existing building envelope and within portions of the City of Needles building. The remodel will incorporate two buildings consisting of 9,678 square feet (sq. ft.). The Sheriff’s building will consist of 5,930 sq. ft., and the City’s building will consist of 3,748 sq. ft. The jail areas are excluded, except for the installation of door and intercom controls and surveillance cameras. The Project will provide for a new floor plan that provides synergy within the Station in order to promote departmental efficiencies and improve the health and safety of both County employees and the public. This meets the County goals of improving County government operations, providing for the safety, health and social service needs of County employees and operating in a fiscally-responsible and business-like manner.
It is recommended that the Board determine the project be categorically exempt under California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations) Section 15301 Class 1 Subsection (a), (d), (e) minor alteration of existing structure, restoration of deteriorated facilities or equipment to meet current standards of public health and safety, and additions to existing structures provided that the addition will not result in an increase of more than 2,500 square feet. As evidenced by the Notice of Exemption, Section 15301 provides categorical exemption for projects involving minor alterations of Class 1 existing facilities with no, or negligible expansion of former use. The remodel, mechanical systems upgrades, and the addition of a closed-in walkway between existing buildings is consistent with Class 1 exemptions and therefore will not have a significant environmental impact. No additional CEQA review is required at this time.
This Project is consistent with County Administrative Office approved CIP No. 22-030.
PROCUREMENT
The Project and Facilities Management Department (PFMD) will advertise for competitive bids for the Project on Friday, March 17, 2023. A Mandatory Pre-Bid Meeting for prospective bidders is scheduled to be conducted on March 29, 2023, at 11:00 a.m. at 1111 Bailey Avenue, in Needles. The bid opening for the Project is scheduled for April 27, 2023, at 10:00 a.m. at PFMD.
Once PFMD has identified the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award a construction contract.
Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
