RECOMMENDATION(S)

Recommendation

1.                     Approve Addendum No. 1, dated March 25, 2024, to the Bid Documents for the Sheriff/Coroner/Public Administrator’s Emergency Vehicle Operations Center Asphalt and Lighting Replacement Project in San Bernardino, providing clarification to contractor’s Bid Request for Information questions and replaced the drawings.

2.                     Find the bid proposal from the Griffith Company to be responsive. 

3.                     Award construction contract to the Griffith Company, in the amount of $6,861,100, for the Sheriff/Coroner/Public Administrator’s Emergency Vehicle Operations Center Asphalt and Lighting Replacement Project.

4.                     Authorize the Director of the Project and Facilities Management Department to order any necessary changes or additions in the work being performed under the construction contract, for a total amount not to exceed $210,000 pursuant to California Public Contract Code Section 20142.

5.                     Authorize the Director of Project and Facilities Management Department to accept the work when 100% complete and execute and file the Notice of Completion.

FINANCIAL IMPACT

Approval of this item will not require additional Discretionary General Funding (Net County Cost). The Sheriff/Coroner/Public Administrator (Sheriff) Emergency Vehicle Operations Center (EVOC) Asphalt and Lighting Replacement Project (Project) budget of $14,851,355 (WBSE 10.10.1222) is funded by a combination of Discretionary General Funding and Proposition 172 revenue in the amount of $7,961,232 and $6,890,123, respectively. Sufficient appropriation is included in the 2024-25 Capital Improvement Program Budget to award this contract.

 

BACKGROUND INFORMATION

Approval of this item will allow the Project and Facilities Management Department (PFMD) to award a construction contract to the Griffith Company (Griffith) for the Project located at 18958 Institution Road in San Bernardino. This design-bid-build construction project was established on behalf of the Sheriff in 2021. The Sheriff’s EVOC was constructed in 1991 and has approximately eight miles of paved asphalt roadway surface, including a slow-speed maneuvers/accident-avoidance area, two lane city grid networks, and a high-speed performance track. An inspection identified large cracks throughout the asphalt surfaces and antiquated lighting. The already poor condition of the roadway track surface is deteriorating due to heavy use, weather conditions, and deferred maintenance.

 

The Project consists of removal of all asphalt roadway surfaces, parking lots, and incidental areas, except for the slow speed maneuvers/accident-avoidance areas. After which, Griffith will re-compact the existing grade, repave the areas with a four-inch section of asphalt, restripe all new pavement with reflective paint, and upgrade outdoor lighting to light-emitting diode, including a signal light and six pole lights to illuminate the track. The Project will enhance safety and the professional image of the Sheriff’s Training Center, where the EVOC is housed.

 

PROCUREMENT

On February 6, 2024 (Item No. 36), the Board authorized PFMD to advertise for competitive bids for the Project. PFMD advertised for bids on February 9, 2024, in the Daily Press, six Plan Rooms, and on the County’s Electronic Procurement Network (ePro). On March 25, 2024, Addendum No. 1 was released, which provided answers to prospective bidder’s questions and provided a new drawing set.  On April 17, 2024, the following five bids were received.
