Approve Amendment No. 1 to Contract No. 25-641 with Strata Decision Technology, LLC for Cost Accounting, General Ledger and Fixed Asset Systems, increasing the contract amount by $23,060 to cover implementation-related costs, from $2,116,067 to a total contract amount of $2,139,127, and with no change to the contract period, for a total contract term of August 19, 2025, through August 18, 2030.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $23,060 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2025-26 recommended budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
ARMC successfully transitioned its general ledger and fixed asset functions to Strata Decision Technology, LLC (Strata), effective August 19, 2025. This transition modernized ARMC’s financial reporting environment and reduced reliance on manual processes. This amendment includes an additional $23,060 to cover an implementation fee incurred due to a delay attributable to ARMC during the project timeline. The delay required additional vendor support and scheduling adjustments, resulting in a one-time implementation-related charge. This is necessary to ensure successful completion of the system implementation without disruption to ARMC’s financial operations.
ARMC requests that the Board of Supervisors (Board) authorize the Purchasing Agent to execute limited amendments, not to exceed $23,060 in aggregate, to address minor contingencies such as implementation-related adjustments and project delays. Approval of this amendment will allow ARMC to efficiently address necessary changes and support a timely project completion.
If this Amendment is not approved, ARMC may experience disruptions beyond project delays, including interruptions to financial system functionality, reduced ability to maintain accurate and timely financial reporting, and increased reliance on manual processes. These impacts could affect regulatory compliance, financial data integrity, and overall operational efficiency within ARMC. Additionally, the inability to promptly address implementation-related adjustments may require reallocation of staff resources to manage system gaps, further affecting routine financial operations.
On August 19, 2025 (Item No. 10), as the result of formal solicitation No. ARMC125-ARMC5592, the Board approved the Agreement with Strata for Cost Accounting, General Ledger and Fixed Asset Systems in the amount of $2,116,067, for the period from August 19, 2025 through August 18, 2030.
ARMC recommends approval of this Amendment to support the continued use of Strata for its Cost Accounting, General Ledger, and Fixed Asset systems to ensure continuity of ARMC’s financial systems, which support accurate financial reporting, regulatory compliance, and efficient hospital operations.
