Recommendation
Approve Amendment No. 4 to Contract No. 22-196 with Inland Empire Health Plan to mitigate impacts associated with COVID-19 by reducing related health disparities, allowing for the revision of line items within the existing budget to better meet the needs of County residents, with no change to the contract amount of $3,300,000, and no change to the contract period of March 15, 2022 through May 31, 2026.

FINANCIAL IMPACT
Approval of this item will not require the use of Discretionary General Funding (Net County Cost). The total amount of $3,300,000 for outreach, education, and promotion services is funded by the Department of Health and Human Services, Centers for Disease Control and Prevention (CDC), COVID-19 Response Through Community Collaboration grant funding. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2024-25 budget.
BACKGROUND INFORMATION
On July 13, 2021 (Item No. 33), the Board of Supervisors (Board) accepted the grant award agreement, County Contract No. 21-540, from the CDC for COVID-19 Response Through Community Collaboration funding, in the amount of $24,844,268, for the period of June 1, 2021 through May 31, 2023, to support response activities. Under the terms of Contract No. 21-540, a portion of the funding was subcontracted to various Community-Based Organizations (CBOs) for the provision of countywide COVID-19 outreach, education, and promotion services, in the amount of $7,100,000. Inland Empire Health Plan (IEHP) was one of eight agencies subcontracted to provide these services with the awarded grant funds.
Amendment No. 4 to Contract No. 22-196 (Contract) with IEHP will allow for the revision of the line items within their existing budget, with no change to the Contract total of $3,300,000 or existing term of March 15, 2022, through May 31, 2026. The changes in the revised budget include costs associated with personnel (a Community Representative), supplies, and other budgeted items such as media, equipment rental, promotional items, and a subcontract with Motivating Action Leadership Opportunity. These changes will allow IEHP to continue to provide services that better meet the needs of county residents.
On March 15, 2022 (Item No. 40), the Board approved eight CBO contracts, including the Contract with IEHP, selected through a formal procurement, to provide outreach, education, and promotion services for a total combined contract amount of $7,100,000, for the period of March 15, 2022 through May 31, 2023.
On May 24, 2022 (Item No. 72), the Board approved Amendment No.1 to the Contract with IEHP, revising the scope of work, and revising the contract provisions to better meet the needs of County residents, with no change to the Contract amount of $3,300,000, and no change to the Contract period of March 15, 2022 through May 31, 2023.
On May 23, 2023 (Item No. 62), the Board approved amendments to all eight CBO contracts, including Amendment No. 2 to the Contract with IEHP, to extend each term for one year, for a total contract period of March 15, 2022, through May 31, 2024, with no change to the total combined contract amount of $7,100,000.
On March 7, 2024, the County Administrative Office approved submission of a two-year grant extension request to the CDC with no change to the award amount or requirements. On April 5, 2024, the CDC approved the two-year grant extension request.
On May 7, 2024 (Item No. 39), the Board approved Amendment No. 3 to the Contract with IEHP, extending the term an additional two years for a total Contract period of March 15, 2022, through May 31, 2026, with no change to the total amount of $3,300,000.
Contractor performance will continue to be monitored through review of monthly reports, invoices, and an annual site visit to ensure compliance with the administrative, program, and fiscal terms and conditions of the Contract. The IEHP Governing Board signed Amendment No. 4 to the Contract at their August 12, 2024 Board meeting.
