RECOMMENDATION(S)

Recommendation

Approve Amendment No. 2 to Contract No. 16-105, effective October 28, 2020, to the non-financial Memorandum of Understanding with Reach Out West End to continue providing parenting classes to parents/caregivers of children enrolled in the Head Start, Early Head Start, and State Preschool programs, extending the contract period one additional year from October 31, 2020, for a total contract period of March 23, 2016 through October 31, 2021.

FINANCIAL IMPACT

The recommended amendment is non-financial in nature and as such, does not impact Discretionary General Funding (Net County Cost).

 

BACKGROUND INFORMATION

The recommended amendment will allow Reach Out West End (ROWE) to continue to provide parenting classes to parents/caregivers of Preschool Services Department (PSD) enrollees.  ROWE will continue to provide classes at Cucamonga, Easter Seals (Montclair, Ontario-Valley View Head Start, Ontario, Upland), Fontana Citrus, Howard Elementary (Montclair), Ontario Maple, Redwood Elementary (Fontana), Upland, and Westminster (Ontario) PSD sites.  PSD will continue to provide facilities and appropriate guidance for services rendered to parents/caregivers.  

 

Head Start Performance Standards require PSD to work with parents to establish goals based on identified strengths, weaknesses, and needs of the family.  PSD utilizes agencies within the community to assist parents in meeting their goals; ROWE will help meet these goals by continuing parenting classes to parents and caregivers to support their established goals.

 

ROWE provides a 16-week Nurturing Parenting Program (NPP) that targets families who are at risk of abuse and neglect.  NPP features activities to foster positive parenting skills.

 

PSD provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families.  The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families.  Head Start and State Preschool programs have been operating in San Bernardino County since 1965.  Since 1999, PSD has provided these programs through a combination of direct and contracted services.

 

On March 22, 2016 (Item No. 44), the Board of Supervisors (Board) approved the non-financial Memorandum of Understanding (MOU) with ROWE (Contract No. 16-105) to provide parenting classes to parents/caregivers of children enrolled in the Head Start, Early Head Start, and State Preschool programs for the period of March 23, 2016 through June 30, 2019.

 

On March 19, 2019 (Item No. 19), the Board approved Amendment No. 1, effective March 20, 2019, to this non-financial MOU, extending the contract period from June 30, 2019, for a total contract period of March 23, 2016 through October 31, 2020.
