RECOMMENDATION(S)

Recommendation

Approve Amendment No. 5 to contracts with the following agencies to provide services under the Ryan White Part B Program decreasing the total aggregate amount of the contracts by $67,778, from $3,244,586 to $3,176,808, with no change to the contract period of April 1, 2021 through March 31, 2026:

1.                     Desert AIDS Project dba DAP Health, Contract No. 21-09, increasing the contract amount by $5,589, from $319,560 to $325,149.

2.                     Foothill AIDS Project, Contract No. 21-10, decreasing the contract amount by $50,025, from $2,323,095 to $2,273,070.

3.                     Young Scholars for Academic Empowerment dba TruEvolution, Inc., Contract No. 21-11, decreasing the contract amount by $23,342, from $601,931 to $578,589.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The amendments decrease the total contract amount by $67,778. These services are funded by the California Department of Public Health (CDPH) through the Ryan White Part B HIV Care Program (Care Program) and Minority AIDS Initiative (Initiative). Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2025-26 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

CDPH allocates grant funding to local health jurisdictions to administer to the Ryan White Part B Program, which includes the Care Program and the Initiative. The Care Program provides services to people with low income affected by HIV and AIDS. The Initiative supports improvements in HIV-related health outcomes for racial/ethnic minority communities and reductions of HIV-related health disparities.

 

On January 5, 2021 (Item No. 24), as a result of a formal procurement, the Board of Supervisors (Board) approved Contract No. 21-09 with Desert AIDS Project dba DAP Health, Contract No. 21-10 with Foothill AIDS Project, and Contract No. 21-11 with Young Scholars for Academic Empowerment dba TruEvolution, Inc. (Contracts), in the aggregate amount of $2,245,530, for the term of April 1, 2021 through March 31, 2024.

 

On March 23, 2021 (Item No. 51), the Board approved Amendment No. 1 to the Contracts, decreasing the total amount by $111,690, from $2,245,530 to $2,133,840, with no change to the term of April 1, 2021 through March 31, 2024, due to a decrease in the Care Program and Initiative allocation to DPH.

 

On November 14, 2023 (Item No. 59), the Board approved Amendment No. 2 to the Contracts, increasing the total amount by $1,280,273, from $2,133,840 to $3,414,113, and extending the contract term by two years, for a total term of April 1, 2021 through March 31, 2026, due to an increase in the Care Program and Initiative allocation to DPH.

 

On March 26, 2024 (Item No. 56), the Board approved Amendment No. 3 to the Contracts, increasing the total amount by $98,635, from $3,414,113 to $3,512,748, with no change to the contract term of April 1, 2021 through March 31, 2026, due to an increase in the Care Program and Initiative allocation to DPH.

 

On April 1, 2024, CDPH discontinued funding for the Initiative and began reducing the overall DPH allocation.

 

On May 21, 2024 (Item No. 63), the Board approved Amendment No. 4 to the Contracts, decreasing the total amount by $268,162, from $3,512,748 to $3,244,586, with no change to the contract term of April 1, 2021 through March 31, 2026.

 

The recommended Amendment No. 5 will decrease the aggregate amount of the Contracts by $67,778, due to DPH reallocating funds internally for administrative support. In addition, DPH reviewed the populations and volume of patients being served and determined that the Desert AIDS Project dba DAP Health allocation required a slight increase, with reductions to the other two Care Program contractor allocations.

 

Contractor performance is measured by review of monthly reporting and required data submission and an annual site visit to monitor compliance with the administrative, program, and fiscal terms of the Contracts.
