RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Flood Control District:

1.                     Approve the use of $300,340 from Available Reserves for the purchase and installation of snow depth monitoring equipment.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the budget adjustments in the total amount of $300,340 for the purchase and installation of snow depth monitoring equipment, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The San Bernardino County Flood Control District (District) is funded by property tax revenue, fee revenue, and other federal, state, and local funding. The total cost of $300,340 to purchase and install the 15 snow depth monitoring sensors, sensor platforms, and data transmission equipment will be funded with the use of Available Reserves.  The necessary budget adjustments are as follows:

BACKGROUND INFORMATION

The blizzard that occurred in February and March 2023 in the mountain communities of the county resulted in a reevaluation of how the District tracks snow depth accumulation. Approval of the recommended actions will provide the District with sufficient appropriation to fund the higher than anticipated costs to be able to remotely monitor snow depth in the mountain communities throughout the county.

 

The selection of locations for the snow depth monitoring sensors was a precise process driven by collected data and practical considerations. These sites were chosen primarily based on the areas where manual snow depth readings have been traditionally conducted, ensuring continuity in data collection practices.  Several of these chosen sites align with the District's pre-existing network of remote monitoring equipment. However, for the newly identified sites where snow depth monitoring is crucial but lacks prior remote monitoring infrastructure, the District is initiating a separate effort.

 

At the selected locations, the implementation of snow depth sensors needs the installation of entirely new remote monitoring equipment to facilitate the transmission and retrieval of critical data.  This comprehensive approach allows the District to ensure complete and consistent snow depth monitoring across all selected sites, while being resource-efficient and cost-effective by enhancing safety and facilitating real-time decision-making in regions susceptible to snowfall.
