Recommendation

Approve travel and related expenses for five San Bernardino County Behavioral Health Commissioners to attend the 2024 Southern Region Student Wellness Conference in Anaheim, in an amount not to exceed $5,500, from July 8, 2024, through July 10, 2024.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The total estimated cost for the mileage, meals, lodging, parking, and a contingency for unforeseen expenses, will not exceed $5,500 for five San Bernardino County Behavioral Health Commissioners to attend the 2024 Southern Region Student Wellness Conference (Conference) and is funded by 1991 Realignment Funds.  Adequate appropriation and revenue have been included in DBH’s 2023-24 budget.

BACKGROUND INFORMATION

DBH is responsible for providing mental health and/or substance use disorder (SUD) services to county residents who are experiencing severe mental illness and/or SUD.  An integral part of the service delivery consists of working with the San Bernardino County Behavioral Health Commission (Commission) to improve services and enhance opportunities for the achievement of well-being.

 

The Board of Supervisors (Board) established the Commission in 1968, as provided for in Part 2 (Short-Doyle Act), Chapter 1, Section 5604(a) of the California Welfare and Institutions Code.  The Commission’s purpose is to advocate for consumers, families, and county residents in the design and funding of behavioral health programs, and to advise the Board and the Director of DBH on aspects of local behavioral health programs.  Per County Code 13.0618, expenses of board, commissions, and committee members (non-employees) on County business shall be paid by the County upon prior Board approval.

 

Throughout the year, Commissioners attend and participate in various State and County events to share best practices, as well as bring back innovative ideas to incorporate into the County’s behavioral health system of care.  The Conference is an engaging multi-day event designed to empower educational partners, such as mental health professionals, administrators, educators, school counselors, healthcare providers and the community, to address the needs of the whole child.  The Conference features nationally recognized speakers and breakout sessions.  The Conference aims to foster collaboration and provide valuable insights into student well-being, mental health, and overall wellness.
