RECOMMENDATION(S)
Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District:
1. Approve Work Order with Hedgerow Software US, Inc. for Hedgehog Platform Licensed Programs, for services to migrate from the Accela EnvisionConnect Platform to the Hedgehog Platform Licensed Programs, to automate services related to permitting, billing, inspections, complaints, investigations, and service requests, in a one-time not to exceed amount of $115,000, for the period of December 1, 2025 through November 30, 2030.
2. Approve License and Support Agreement with Hedgerow Software US, Inc., for Hedgehog Platform Licensed Programs for platform licenses, technical support, and platform maintenance to support automated permitting, billing, inspections, complaints, investigations, and service requests, in a not-to-exceed amount of $627,500 ($125,500 annually) for the period of December 1, 2025 through November 30, 2030.
3. Authorize the Fire Chief/Fire Warden or Deputy Fire Chief to execute non-substantive amendments to the Work Order and License and Support Agreement with Hedgerow Software US, Inc., subject to review by County Counsel.
4. Direct the Fire Chief/Fire Warden to transmit any amendments to the Work Order and License and Support Agreement with Hedgerow Software US, Inc., to the Clerk of the Board within 30 days of execution.

FINANCIAL IMPACT
Approval of the recommended actions will not result in the use of Discretionary General Funding (Net County Cost). The Work Order (WO) consists of $115,000 in one-time implementation costs and $125,500 in ongoing annual licensing, technical support, and maintenance costs, totaling $742,500 over the five-year term. The Hedgehog Platform Licensed Programs (Hedgehog Platform), by Hedgerow Software US, Inc. (Hedgerow), will be funded by revenue generated from the issuance of permits through the Hedgehog Platform. San Bernardino County Fire Protection District (SBCFPD) has included sufficient appropriation and revenue in the 2025-26 budget and will include it in future recommended budgets.
BACKGROUND INFORMATION
SBCFPD is a community-based, all-hazard emergency services organization that provides various services dedicated to the protection of life and property of the public it serves. SBCFPD’s Office of the Fire Marshal (OFM) serves as the inspection, investigation, and regulatory function of SBCFPD. OFM has been using the Accela EnvisionConnect Platform (Accela) as the selected permitting and data tracking solution; however, this platform is no longer providing the necessary enhancements and security patches.
The Hedgehog Platform offers a cloud enterprise application that receives security updates regularly and includes the required functionality and features to be in compliance with current State laws and regulations. The Hedgehog Platform includes built-in reporting dashboards, automated workflow and notifications, integrated electronic plan review, and mobile workforce application support. The Hedgehog Platform presents many benefits including greater data security and streamlined maintenance and updates.
Approval of the Hedgehog Platform WO and License and Support Agreement will allow SBCFPD to transition from Accela to the Hedgehog Platform that will provide accurate data tracking, reporting and have a central platform to monitor permits, inspections, complaints, and investigations each year.
PROCUREMENT
The Hedgehog Platform will be purchased pursuant to an addendum to the contract approved by the Purchasing Department with Hedgerow, based on the competitive procurement and participating contract with El Dorado County (Contract No. LSA-C0ED-2024-01).
