Approve Revenue Agreement (State Agreement No. 23-0529-032-SF) with the California Department of Food and Agriculture, Pierce’s Disease Control Program, for the performance of surveys, inspections and control services related to the Pierce’s Disease Control Program for a maximum reimbursement of $31,685.13, for the period of July 1, 2024 through June 30, 2025.

FINANCIAL IMPACT
This item will not result in the use of Discretionary General Funding (Net County Cost). The revenue agreement, for a maximum reimbursement of $31,685.13, will be funded by the California Department of Food and Agriculture (CDFA), Pierce’s Disease Control Program (Program). Sufficient appropriation and revenue have been included in the Department of Agriculture / Weights & Measures (AWM) 2024-25 budget.
BACKGROUND INFORMATION
This revenue agreement with CDFA will reimburse AWM for performing surveys, inspections and control services related to the Program.
The Program is intended to prevent the movement of the Glassy-Winged sharpshooter insect, which can carry and transmit the Peirce’s Disease plant bacterium, to non-infested areas of the state. As part of the Program, the County would receive reimbursement for the work performed.
CDFA determined that these inspections should be performed by counties per California Food and Agriculture Code §6045, 6046 and 6047 and California Code of Regulations Title 3, §3650-3663.5. There is a need to provide local inspection and trapping services at nurseries and distribution centers to ensure that the movement of nursery stock and other commodities do not present a risk of spreading Pierce’s Disease. Pierce’s Disease is considered hazardous to agriculture and the economy of California. All Program activities will conform to the relevant California Food and Agricultural Code Sections and work plan guidelines noted in the Revenue Agreement.
The Board of Supervisors (Board) has approved revenue agreements with CDFA to provide Program activities at locations throughout the county since 2001, and an agreement has since been renewed annually.
On August 14, 2024, AWM received the State Revenue Agreement in the amount of $31,685.13 for the period of July 1, 2024 through June 30, 2025. This item is being presented to the Board at this time, as this is the first date available for presentation following the required operational, fiscal and legal reviews. Approval at this time will have no impact on work performed for the Program since July 1, 2024, as it will be reimbursed under this agreement.
This Revenue Agreement aligns with the County and Chief Executive’s Officer’s goals and objectives to pursue County goals and objectives by working with other agencies with respect to performing services for the Program on the behalf of CDFA and receiving reimbursement for the work performed.
