RECOMMENDATION(S)
Recommendation
1. Accept grant (Grant Award No. 2023-0006) in the amount of $557,970 from the California Governor’s Office of Emergency Services for the Fiscal Year 2023 Emergency Management Performance Grant program to continue to support comprehensive emergency management programs and encourage the improvement of mitigation, preparedness, response, and recovery capabilities for all hazards, with a grant performance period of July 1, 2023, through June 30, 2025.
2. Approve the Subrecipient Agreement/Assurances template to be entered between the County and all grant subrecipient cities/towns identified in the grant application documents, ensuring that the subrecipients comply with all applicable terms and conditions of Grant Award No. 2023-0006.
3. Authorize the Chair of the Board of Supervisors, the Chief Executive Officer, the Deputy Executive Officer, or the Director of Emergency Management of the Office of Emergency Services to accept and execute the Subrecipient Agreement/Assurances from each subrecipient of Grant Award No. 2023-0006.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Out of the total grant of $557,970 awarded to the County by the California Governor’s Office of Emergency Services (Cal OES), $300,237 will be allocated to the County Office of Emergency Services (OES). This amount includes a maximum of 5% of the grant funds ($27,899) for grant management and administration that OES will receive as the County’s Operational Area lead agency. The remaining $257,733 will be distributed among 13 subrecipient cities/towns within the County.

The grant requires a dollar-for-dollar match (cash or in-kind) that will be met proportionately between OES and the participating cities/towns, based on the specific allocation provided to the given city/town. OES will meet the match requirement through personnel costs for allowable emergency management program activities. Any budget adjustments pertaining to the grant will be submitted for the Board of Supervisors’ (Board) approval in future items.
BACKGROUND INFORMATION
The Emergency Management Performance Grant (EMPG) is a program offered by the Federal Emergency Management Agency/Department of Homeland Security to provide funding for support of comprehensive emergency management programs at the state, tribal, and local levels to encourage the improvement of mitigation, preparedness, response, and recovery capabilities for all emergencies and disasters (natural or man-made). The San Bernardino County Operational Area, established as an intermediate level of the State’s emergency services organization to manage and coordinate emergency preparedness efforts, has received EMPG funds annually since 2004. OES functions as the lead agency for the San Bernardino County Operational Area.
On February 6, 2024 (Item No. 21), the Board authorized submission of the grant application to Cal OES for Fiscal Year 2023 EMPG. This item also adopted Resolution No. 2024-16, as required by Cal OES, authorizing the Chair of the Board, the Chief Executive Officer, the Deputy Executive Officer, or the Director of Emergency Management to execute and file documents to submit the grant application, to act as signatories for documents required to administer the grant, all non-substantive changes, and to execute grant amendments.
On March 20, 2024, Cal OES informed OES that the County’s EMPG application was approved, awarding grant funds of $557,970 for the performance period of July 1, 2023, through June 30, 2025. The retroactive nature of this grant is due to OES not receiving approval from Cal OES to apply for the grant until October 2023. Through the EMPG program, these grant funds will be used to support activities that contribute to the County’s capabilities to prevent, prepare for, mitigate against, respond to, and recover from emergencies and disasters, whether natural or man-made.
