RECOMMENDATION(S)

Recommendation

1.                     Accept Pass Through Grant Subaward from the California Office of Emergency Services to offset costs associated with the purchase of snow removal heavy equipment in the amount of $1,000,000, for the performance period of July 1, 2023 through March 1, 2027.

2.                     Authorize the Chair of the Board of Supervisors, Chief Executive Officer, County Chief Financial Officer, or Deputy Executive Officer to execute the Pass Through Grant Subaward Face Sheet form 2-236 and the Payee Data Record form STD 204, and any non-substantive amendments on behalf of the County, subject to review by County Counsel.

3.                     Direct the County Chief Financial Officer to transmit the Pass Through Grant Subaward Face Sheet form 2-236 and any non-substantive amendments in relation to this grant subaward to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Pass Through Grant Subaward (Grant) in the amount of $1,000,000 from the California Office of Emergency Services (CalOES), funded by the State of California Assembly Bill 102 (AB 102), will be used to offset costs associated with the purchase of snow removal heavy equipment for the Department of Public Works (DPW).

 

BACKGROUND INFORMATION

On June 27, 2023, AB 102 was approved as the State of California Budget Act of 2023, which provided CalOES with grant funding to support activities directly related to regional response and readiness. On November 2, 2023, CalOES notified the County of its intent to provide $1,000,000 in grant funding, as authorized by AB 102.  On November 14, 2023 (Item No. 61), the Board of Supervisors authorized DPW to purchase front loaders and skid steer snow blowers and identified this grant funding as available to partially offset costs associated with the purchase of the snow removal heavy equipment

 

Approval of Recommendation No. 1 would accept the Grant funding from CalOES, while the approval of Recommendation No. 2 would authorize the Chair of the Board of Supervisors, Chief Executive Officer, County Chief Financial Officer, or Deputy Executive Officer to execute the Grant Face Sheet form 2-236 and the payee Data Record form STD 204, and any non-substantive amendments in relation to this Grant on behalf of the County, subject to review by County Counsel, as required for this Grant by CalOES.
