RECOMMENDATION(S)
Recommendation
1. Approve and authorize submission of a grant application to the United States Department of Health and Human Services, Health Resources and Services Administration, in the amount of $736,486 ($368,243 annually), for the Ryan White HIV/AIDS Program Part C Early Intervention Services Program: Existing Geographic Services Areas program to support HIV early intervention and primary care services, for a two-year period of January 1, 2025 through December 31, 2027.
2. Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to electronically execute and submit the grant application, any non-substantive amendments, and all documents required to receive the grant award, on behalf of the County, subject to review by County Counsel.
3. Direct the Director of the Department of Public Health to transmit the grant application and any non-substantive amendments to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The grant application in the amount of $736,486 ($368,243 annually) to the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) for Ryan White HIV/AIDS Program Part C Early Intervention Services Program: Existing Geographic Services Areas (Ryan White EIS) program does not require a match. Adequate appropriation and revenue will be included in the Department of Public Health’s (DPH) 2024-25 recommended budget and in future recommended budgets.
BACKGROUND INFORMATION
The Ryan White Program was enacted in 1990 to provide federal funding for comprehensive health care and support services for persons living with HIV/AIDS. San Bernardino County is one of HRSA’s targeted service areas and has been a recipient of Ryan White funding since 1991.
HRSA provides Ryan White EIS funds to local health jurisdictions to provide comprehensive HIV primary health care, medical case management, outreach and education, counseling, and other support services to persons living with HIV. Services are provided in an outpatient setting and target low income, uninsured, and underserved individuals throughout the county. DPH serves approximately 5,474 persons per year under this program.
On April 16, 2024, HRSA released a funding opportunity announcement for the Ryan White EIS grant providing $736,486 ($368,243 annually) for San Bernardino County, for the period of January 1, 2025 through December 31, 2027. The Ryan White EIS competitive grant application is due to HRSA by June 17, 2024. If awarded, DPH will return to the Board of Supervisors for approval and acceptance of the funding.
