RECOMMENDATION(S)

Recommendation

1.                     Accept the allocation from the California Department of Aging for Families First Coronavirus Response Act funding to support nutrition programs, in the amount of $1,143,358, for the period of March 20, 2020 through September 30, 2021.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the adjustments as indicated in the Financial Impact section below to the Department of Aging and Adult Services 2019-20 budget in the amount of $1,143,358 for the allocation to allow sufficient appropriation to pay for nutrition program services (Four votes required).

FINANCIAL IMPACT

This item does not require additional Discretionary General Funding (Net County Cost).  The allocation from the California Department of Aging (CDA) in the amount $1,143,358 is 100% federally ($1,143,358) funded.  The Department of Aging and Adult Services (DAAS) is requesting a budget adjustment to the 2019-20 budget for this COVID related funding.  Adequate appropriation and revenue will be included in DAAS’ future recommended budgets.

BACKGROUND INFORMATION

The COVID-19 virus originated in Wuhan, China in late 2019 and began spreading, initially, within China and then to other countries. On January 30, 2020, the World Health Organization declared the outbreak to be a “public health emergency of international concern.”  On January 31, 2020, the United States Human Services Secretary declared a public health emergency. Cases began to increase internationally, in the United States and in California.

 

On March 4, 2020, the State of California declared a state of emergency as a result of the COVID-19 outbreak due to the rising number of confirmed cases and anticipated complications for those infected, including potential deaths.  On March 10, 2020 (Item No. 75), the County proclaimed the existence of a local emergency within San Bernardino County resulting from COVID-19.

 

In response to the COVID-19 crisis, Congress has approved the Families First Coronavirus Response Act (H.R. 6201) which allocated $250 million in nutrition funds at the national level for both congregate and home-delivered meals.  California’s H.R. 6201 allocation amount is $25,086,381.  The H.R. 6201 Title III C1 and C2 allocations are based on the Federal Fiscal Year 2019 emergency grant award.

 

On April 13, 2020, DAAS received notification from CDA of Families First Coronavirus Response Act funding to support nutrition programs, in the amount of $1,143,358, for the period of March 20, 2020 through September 30, 2021.  CDA administers programs that serve older adults, adults with disabilities, family caregivers, and residents in long-term care facilities throughout the State.  The direct allocation of Families First Coronavirus Response Act funding to local Area Agencies on Aging (AAA) is being provide by CDA to encourage and support AAA strategies in order to quickly and effectively meet the novel COVID-19 community needs, including supporting new partnerships to build needed capacity.  DAAS, the designated local AAA for San Bernardino County, will use the additional allocation to augment funding for senior nutrition services.
