Recommendation

Approve Amendment No.1, effective July 1, 2021, to Contract No.18-248 with Gregory A. Rex, D.V.M., dba Animal Medical Hospital Association II for continued provision of veterinary services to animals at the Devore and Big Bear City animal shelters, increasing the amount by $150,000, from $450,000 to a total amount not to exceed $600,000, and executing the first one-year extension option, for a total contract period of July 1, 2018 through June 30, 2022.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).  This item is paid for by Discretionary General Funding, contract revenue and fees collected by Animal Care and Control. Costs are on a fee-for-service basis and will not exceed $600,000 for the period of July 1, 2018 through June 30, 2022.  Adequate appropriation and revenue have been included in the Department of Public Health’s 2020-21 budget - prepared with the expectation the contract would be extended in this manner - and will be included in the 2021-22 recommended budget.

 

BACKGROUND INFORMATION

The recommended amendment to the contract with Gregory A. Rex, D.V.M., dba Animal Medical Hospital Association II (Dr. Rex) enables the DPH Animal Care and Control (ACC) program to continue to work with a licensed veterinarian, who provides veterinary services, including the examination, treatment, and diagnosis of sick, injured, or diseased small animals; spays or neuters dogs, cats, puppies, and kittens which have been adopted; provides State mandated veterinary services to stray and homeless animals at the Devore and Big Bear City animal shelters; and works with ACC staff to provide medical care and treatment to animals.  The veterinarian will also treat and care for shelter animals at his facility when animals require treatment.  The recommended amendment will execute the first one-year extension option, resulting in a total contract term through June 30, 2022.

 

 

Under the terms of the recommended amendment, the ACC will have the ability to order medications and other items needed for the care and treatment of animals at the Devore and Big Bear City shelters through Dr. Rex.  This will ensure the County is paying direct costs for medications obtained from wholesalers and thus avoiding additional fees or charges incurred in the acquisition of these necessary items.

 

PROCUREMENT

On May 22, 2018 (Item No. 89), the Board of Supervisors (Board) approved Contract No. 18-248 with Dr. Rex to provide veterinary services to animals at the Devore and Big Bear City animal shelters, for the period July 1, 2018 through June 30, 2021, with two one-year extension options by mutual agreement by both parties.
