Recommendation

Approve Amendment No. 1 to Agreement No. 18-448 with Salas O’Brien in the amount of $500,000, increasing the contract from $2,500,000 to a total of $3,000,000, with no change to the contract period of July 10, 2018 through July 9, 2023, to provide on-call professional Mechanical/Electrical/Plumbing Engineering services (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).  The on-call professional services provided under this agreement are fully funded within the individual project budgets as part of the Capital Improvement Program (CIP), as approved by the Board of Supervisors (Board).

 

BACKGROUND INFORMATION

Since its inception in July 2005, the on-call consultant process has provided expert architectural, engineering, testing, and construction management services for numerous CIP projects.  The availability of on-call services allows the Real Estates Services Department - Project Management (RESD-PM) to accelerate the selection of design, engineering, or construction related professional services, resulting in valuable savings of time and cost in the overall design/construction timeline.  This improves the delivery of much needed projects and meets the County and Chief Executive Officer’s Goals and Objectives to Improve County Government Operations and Operate in a Fiscally-Responsible and Business-Like Manner. 

 

On July 10, 2018 (Item No. 35), the Board approved a contract with Salas O’Brien to provide on-call professional Mechanical/Electrical/Plumbing (MEP) Engineering services on various CIP projects. The recommended action would approve Amendment No. 1 to increase the contract capacity to allow Salas O’Brien to continue providing MEP Engineering services for the 800MHz Replacement Project (Project).  The Project delivers upgrades to 14 800MHz generator sites to provide reliable and cost-effective electrical power to support the signal transmission from the sites to multiple first responders, including but not limited to County Fire, Sheriff, and emergency medical responders.  Utilizing Salas O’Brien for MEP Engineering services will ensure cohesiveness across sites and provide continued specialized support to RESD-PM and the Innovation and Technology Department.  

 

PROCUREMENT

On February 13, 2018, two Requests for Proposals were released for on-call professional services for architectural, engineering, construction management and construction related services through the County’s Electronic Procurement Network.  On July 10, 2018 (Item No. 35), the Board awarded 60 on-call professional services agreements, each for a term of July 10, 2018 through July 9, 2023, to provide a variety of professional services for CIP projects on an as-needed/as-requested basis. 

 

No additional procurement activities are required.
